THURSDAY, Dec. 27 (HealthDay News) ? Taking a pill called naltrexone (ReVia) when they stop smoking could help women keep dreaded weight gain at bay, according to new research.

Researchers analyzed two earlier studies that compared the quit rates and weight gain among heavy smokers who received either naltrexone ? a drug used to treat addiction ? or an inactive placebo, along with a nicotine patch and weekly counseling while trying to quit smoking.

Although the groups taking naltrexone had higher quit rates at the end of four- and six-week treatment courses, participants who took the drug were no more likely to remain abstinent after 12 months.

But women who took naltrexone gained significantly less weight six and 12 months after they quit smoking than women who received the placebo, according to the study, published in the December issue of Biological Psychiatry. However, this difference was not observed for men.

?Weight gain is a crucial issue for people, especially women who have societal pressure and can be more discontented with their bodies,? said Andrea King, a professor of psychiatry and behavioral neuroscience at the University of Chicago and lead author of the current study.

?Even if naltrexone doesn?t help quit rates, if we could break down that barrier, it could have an impact,? King added.

More than 80 percent of people who quit smoking gain weight, and the average weight gain is between five and 10 pounds, according to the study. However, as many as one-quarter of quitters gain more than 15 pounds.

Weight gain during smoking cessation is usually modest and not a serious health problem compared to the health benefit of quitting smoking, said Dr. Norman Edelman, chief medical officer of the American Lung Association.

?[But] people, especially young women, would be more likely to get involved in smoking cessation programs if there were some way to control their weight gain so in terms of that, I think [naltrexone] is important,? Edelman said.

People who want to quit smoking and are worried about gaining weight should talk with their doctor about naltrexone, he suggested.

Both issues can be deadly. Tobacco is the leading cause of preventable deaths in the United States, and obesity is second, the study authors noted.

King pointed out that naltrexone would probably not take the place of the first-line treatments for quitting smoking, which are the antidepressant bupropion (Zyban), in some cases together with a nicotine patch such as Nicoderm or the drug varenicline (Chantix).

However, naltrexone, along with a nicotine patch and counseling, could be an option for those who did not have success with these treatments or who have serious concerns about weight gain, King said.

The side effects associated with naltrexone are generally mild and rare, King said. Nausea, dizziness and fatigue are most common, and often overcome by taking the once-a-day medication with food or at bedtime, she added.

For the current study, King and her colleagues analyzed the results of studies done at the University of Chicago and Yale University in New Haven, Conn.

The Chicago study involved more than 300 adults who smoked between 10 and 40 cigarettes a day for at least the past two years. During the four-week treatment, participants took either naltrexone or the placebo, used Nicoderm and received behavioral and cognitive counseling.

The Yale study had nearly 400 adults who smoked 20 or more cigarettes a day for at least the past year. It was similar to the Chicago study, except the researchers tested a six-week treatment course and three doses of naltrexone along with placebo.

Women who took naltrexone gained an average of about 7.3 pounds and 13 pounds six and 12 months after treatment, respectively, whereas the women who received placebo gained an average of about 12.1 and 16.3 pounds, respectively, the researchers found.

In addition, a slightly smaller proportion of women taking naltrexone increased their body weight by 7 percent or more, which the U.S. Food and Drug Administration (FDA) considers clinically significant weight gain.

The men in the study gained less weight on average than women, and these gains were a smaller percentage of their original body weight, which could have made it more difficult to detect lower weight gain among men taking naltrexone, King said. More research is needed on this group, she added.

It is not clear why women seem to be more prone to weight gain when they quit smoking than men.

?I think of women smoking more for emotional regulation and management, and potentially without that crutch, they may turn to high sweet and fat foods more than men,? King said.

Naltrexone is thought to block the effects of opioids in the body, which could reduce cravings for sweet and fatty foods, King noted.

In addition, giving up cigarettes leads to drops in metabolism that can cause quitters to put on pounds no matter what they eat, King pointed out.

King encourages people trying to quit to eat sensibly and exercise, which can help reduce the stress of quitting, but not to diet, which can make quitting even more difficult.

?If there are times when you?re going to have a candy bar or a cigarette, a candy bar is better, and don?t beat yourself up about it,? King said.

Naltrexone is not approved by the FDA for smoking cessation and is instead used off-label for this indication. It is approved to help people overcome alcohol and drug addictions.

Never?this record completely passed me by, but not making room for it on my year-end list already feels like one of my big regrets of 2012. It sounds like nothing else I heard this year; the erratic textures (and song lengths) make it sound like the soundtrack to some long-lost 8-bit video game starring the members of Guided by Voices: ?Pollard ? from the 3-point line ? he?s on fire!? (Which reminds me: From Grimes? anime-influenced aesthetic to the electro-sunbursts of Scottish producer Rustie, I?m noticing the sonic influence of video games all over music these days, but I?ll stop there and leave it to someone who actually owns a PlayStation to elaborate.) Anyway, having Never blaring from my headphones this afternoon made my holiday exodus out of Penn Station feel that much more like a lightning round of Human Tetris. Can?t wait to spend more time with it and give the lyrics a closer listen, too.

I did happen to catch one of the prolific Mica Levi?s 2012 releases though?it was the freewheeling, kaleidoscopic, genre-agnostic mixtape she recorded (along with London producer and singer Kwes) as one-half of a side-project duo they called Kwesachu and released for free online earlier this year. Which leads me to something I wanted to bring up with you all: the State of the Mixtape in 2012. Pre-Internet, mixtapes used to generally be the province of hip-hop artists and often referred to what?s called blend tapes, where someone?s freestyling over a familiar beat. Before he was Ocean, he was Chris Breaux, a solo artist signed to Def Jam and stuck for ages in development purgatory. In the meantime, he recorded the weird, imaginative R&B mixtape Nostalgia, Ultra and posted it for free online. Somebody from Def Jam downloaded it, loved it, and tried to sign him, not realizing ?Frank Ocean? was just an alias for a guy already on their payroll. As the kids say, epic fail.

The mixtape renaissance, I think, is happening in part because so many barriers between genres are breaking down right now. The cheeky genre tag Kwesachu?s Mixtape Vol. 2 bears in my iTunes library is ?freepop,? which I take to have a double meaning: It didn?t cost me a penny, of course, but it also is the kind of record (if you could even call it that) that revels in the explosive freedom of its own unclassifiability. And it certainly wasn?t alone in 2012. As I was putting my albums and singles lists together this year, I had more categorization problems than usual. Like, is Solange?s seven-song True an EP or an LP? What about lightning-quick New York rapper Angel Haze?s 15-song Reservation makes it an EP instead of a mixtape? Could I pick apart a snippet of Charli XCX?s terrific Heartbreaks and Earthquakes mixtape and count it as one of my favorite singles of the year? If the music?s this good, do the divisions in my year-end list filing cabinet even matter?

Whatever you want to call it, London electro-upstart Charli XCX?s one-track, 21-minute mix Heartbreaks and Earthquakes was some of the most blissful, sensual pop music I heard all year. ?Come into my bedroom,? she chants on the opening number, a sumptuously goth cover of Blood Orange?s ?Champagne Coast.? It works not just a come-on, but also a description of the tape?s aesthetic. An intimate, flowing m?lange of covers, samples, guest spots, and snippets of dialogue from famous flicks, Heartbreaks feels like the sonic equivalent of a bedroom wall collaged with posters and doodles. Or, you know, the modern equivalent: a Tumblr. To me, 21-year-old Charli?s one of the most promising and intriguing young artists playing around with the aesthetics of the Internet in her music. (She?s also well-versed in how easy this sort of aesthetic is to get wrong; her Super Ultra mixtape, also released this year, is the garish, screaming MySpace profile page to Heartbreaks? artfully moody Tumblr.)

Much like the fiercely talented Azealia Banks?who, Jason, you rightly called ?the most provocative artist of 2012??Charli XCX is recording a debut record to be released sometime next year. These are probably my two most anticipated records of 2013 (Banks? is expected to be called Broke With Expensive Taste), mostly out of curiosity: I want to see if these artists will be able to hold on to some of the weird, scrappy imperfections that made me fall in love with their mixtapes. (Banks, in addition to this year?s 1991 EP, also put out the nautical catwalk mixtape Fantasea.) But even if their major-label offerings are tepid, I?m also curious to see if these pop artists will continue to embrace the mixtape release cycle throughout their careers and find a way to experience that balance of street cred and commercial viability that a lot of mainstream rappers have enjoyed over the last decade or so. Time will tell.

Speaking of which, what time is telling me right now is SLEEP, but I?m looking forward to Round 3. I want to make sure I put in a plug for a few of my favorite unsung folk records this year, Angel Olsen?s macabre spiritual Half Way Home and Anais Mitchell?s stirring Young Man in America, the latter of which felt vastly, woefully underrated to me. Anybody else check it out?

Now that he's away from the pool, Michael Phelps can reflect ? really reflect ? on what he accomplished.

Pretty amazing stuff.

"It's kind of nuts to think about everything I've gone through," Phelps said. "I've finally had time to myself, to sit back and say, '... that really happened?' It's kind of shocking at times."

Not that his career needed a capper, but Phelps added one more honor to his staggering list of accomplishments Thursday ? The Associated Press male athlete of the year.

Phelps edged out LeBron James to win the award for the second time, not only a fitting payoff for another brilliant Olympics (four gold medals and two silvers in swimming at the London Games) but recognition for one of the greatest careers in any sport.

Phelps finished with 40 votes in balloting by U.S. editors and broadcasters, while James was next with 37. Track star Usain Bolt, who won three gold medals in London, was third with 23.

Carl Lewis is the only other Olympic-related star to be named AP male athlete of the year more than once, taking the award for his track and field exploits in 1983 and '84. The only men honored more than twice are golf's Tiger Woods and cyclist Lance Armstrong (four times each), and basketball's Michael Jordan (three times).

"Obviously, it's a big accomplishment," Phelps said. "There's so many amazing male athletes all over the world and all over our country. To be able to win this is something that just sort of tops off my career."

Phelps retired at age 27 as soon as he finished his final race in London, having won more gold medals (18) and overall medals (22) than any other Olympian.

No one else is even close.

"That's what I wanted to do," Phelps said. "Now that it's over, it's something I can look back on and say, 'That was a pretty amazing ride.'"

The current ride isn't so bad either.

Set for life financially, he has turned his fierce competitive drive to golf, working on his links game with renowned coach Hank Haney as part of a television series on the Golf Channel. In fact, after being informed of winning the AP award, Phelps called in from the famed El Dorado Golf & Beach Club in Los Cabos, Mexico, where he was heading out with Haney to play a few more holes before nightfall.

"I can't really complain," Phelps quipped over the phone.

Certainly, he has no complaints about his swimming career, which helped turn a sport that most Americans only paid attention to every four years into more of a mainstream pursuit.

More kids took up swimming. More advertisers jumped on board. More viewers tuned in to watch.

While swimming is unlikely to ever match the appeal of football or baseball, it has carved out a nice little niche for itself amid all the other athletic options in the United States ? largely due to Phelps' amazing accomplishments and aw-shucks appeal.

Just the fact that he won over James shows just how much pull Phelps still has. James had an amazing year by any measure: The league MVP won his first NBA title with the Miami Heat, picking up finals MVP honors along the way, and then starred on the gold medal-winning U.S. basketball team in London.

Phelps already had won the AP award in 2008 after his eight gold medals in Beijing, which broke Mark Spitz's record. Phelps got it again with a performance that didn't quite match up to the Great Haul of China, but was amazing in its own right.

After the embarrassment of being photographed taking a hit from a marijuana pipe and questioning whether he still had the desire to go on, Phelps returned with a vengeance as the London Games approached. Never mind that he was already the winningest Olympian ever. Never mind that he could've eclipsed the record for overall medals just by swimming on the relays.

He wanted to be one of those rare athletes who went out on top.

"That's just who he is," said Bob Bowman, his longtime coach. "He just couldn't live with himself if knew he didn't go out there and give it good shot and really know he's competitive. He doesn't know anything else but to give that kind of effort and have those kind of expectations."

Phelps got off to a rocky start in London, finishing fourth in the 400-meter individual medley, blown out of the water by his friend and rival, Ryan Lochte. It was only the second time that Phelps had not at least finished in the top three of an Olympic race, the first coming way back in 2000 when he was fifth in his only event of the Sydney Games as a 15-year-old.

To everyone looking in, Lochte seemed poised to become the new Phelps ? while the real Phelps appeared all washed up.

But he wasn't going out like that.

No way.

"His contribution to the way the world thinks about swimming is so powerful," Bowman said. "I don't think any other athlete has transformed his sport the way he's transformed swimming."

Phelps still receives regular texts from old friends and teammates, asking when he's going to give up on this retirement thing and come back the pool as a competitor.

He scoffs at the notion, sounding more sure of himself now than he did in London.

And if there's anything we've learned: Don't doubt Michael Phelps when he sets his mind on something.

"Sure, I could come back in another four years. But why?" he asked, not waiting for an answer. "I've done everything I wanted to do. There's no point in coming back."

Hollywood hacker sentenced to 10 years in prison

LOS ANGELES (AP) ? A federal judge on Monday sentenced a hacker to 10 years in prison after he broke into the personal online accounts of Scarlett Johansson, Christina Aguilera and other women and posted revealing photos and other material on the Internet.

U.S. District Judge S. James Otero sentenced Christopher Chaney in Los Angeles after hearing from a tearful Johansson in a videotaped statement.

The biggest spectacle in the case was the revelation that nude photos taken by Johansson of herself and meant for her then-husband Ryan Reynolds were posted online.

"I have been truly humiliated and embarrassed," Johansson said. "I find Christopher Chaney's actions to be perverted and reprehensible."

Chaney, 35, of Jacksonville, Fla., also targeted two women he knew, sending nude pictures of one former co-worker to her father. The judge noted the damage to the women was in some ways worse than what Chaney's celebrity victims endured.

The women, identified in court filings only by initials, wrote in letters to Otero that their lives have been irreparably damaged by Chaney's actions. One has anxiety and panic attacks; the other is depressed and paranoid. Both said Chaney was calculated, cruel and creepy.

"It's hard to fathom the mindset of a person who would accomplish all of this," Otero said. "These types of crimes are as pernicious and serious as physical stalking."

Chaney apologized in court but denied that he had sent naked photos of women he knew to their relatives.

"I don't know what else to say other than I'm sorry," Chaney said. "I could be sentenced to never use a computer again and I wouldn't care."

Chaney previously pleaded guilty to counts that included wiretapping and unauthorized access to a computer.

Actress and singer Renee Olstead said in court Monday that she attempted to kill herself after Chaney leaked nude photos of her. She said she had never before considered suicide.

"I just really hope this doesn't happen to someone else," she said, crying. "You can lose everything because of the actions of a stranger."

The accounts of the cybervictims served as a cautionary tale for those, even major celebrities, who snap personal, and sometimes revealing photos.

Aguilera said in a statement issued days before the sentencing that although she knows that she's often in the limelight, Chaney took from her some of the private moments she shares with friends.

"That feeling of security can never be given back and there is no compensation that can restore the feeling one has from such a large invasion of privacy," Aguilera said.

Prosecutors said Chaney illegally accessed the email accounts of more than 50 people in the entertainment industry between November 2010 and October 2011. Aguilera, Mila Kunis and Johansson agreed to have their identities made public with the hopes that the move would provide awareness about online intrusion.

Some of Aguilera's photos appeared online after Chaney sent an email from the account of her stylist, Simone Harouche, to Aguilera asking the singer for scantily clad photographs, prosecutors said.

Chaney was arrested in October 2011 as part of a yearlong investigation of celebrity hacking that authorities dubbed "Operation Hackerazzi." Chaney's computer hard drive contained numerous private celebrity photos and a document that compiled their extensive personal data, according to a search warrant.

He continued to pursue his victims after the FBI seized his computer, a factor Otero said warranted a harsher penalty.

Connecticut school shooting: Officials ask why

The FBI is in at least three states interviewing relatives and friends of the elementary school gunman who killed 20 children, seven adults and himself, trying to put together a better picture of the shooter and uncover any possible explanation for the massacre, ABC News has learned.

The authorities have fanned out to New Jersey, Connecticut and Massachusetts to interview relatives of Adam Lanza, 20, and his mother, who was one of Lanza's shooting victims.

The victims died Friday when Lanza invaded Sandy Hook Elementary School in Newtown, Conn., and sprayed staff and students with bullets, officials said. Lanza also was found dead in the school.

Lt. Paul Vance said 18 children died in the school and two more died later in a hospital.

Six adults also were slain, bringing the total to 26. Among them was the school's principal, Dawn Hochsprung, multiple sources told ABC News. Another adult victim was teacher Vicki Soto, his cousin confirmed.

In addition to the casualties at the school, Lanza's mother, Nancy Lanza, was killed in her home, federal and state sources told ABC News.

According to sources, Lanza shot his mother in the face, then left his house armed with at least two semi-automatic handguns, a Glock and a Sig Sauer, and a semi-automatic rifle. He was also wearing a bulletproof vest.

Lanza then drove to the elementary school and continued his rampage, authorities said.

It appeared that Lanza died from what was believed to be a self-inflicted gunshot wound. The rifle was found in his car.

"Evil visited this community today," Gov. Dan Malloy said at a news conference Friday evening.

In the early confusion surrounding the investigation, federal sources initially identified the suspect as Adam's older brother Ryan Lanza, 24. Identification belonging to Ryan Lanza was found at the shooting scene, federal sources told ABC News.

Ryan Lanza soon took to Facebook to say he was alive and not responsible for the shooting. He later was questioned by police.

During the rampage, first-grade teacher Kaitlin Roig, 29, locked her 14 students in a class bathroom and listened to "tons of shooting" until police came to help.

"It was horrific," Roig said. "I thought we were going to die."

She said that the terrified kids were saying, "I just want Christmas. ... I don't want to die. I just want to have Christmas."

A tearful President Obama said Friday that there was "not a parent in America who doesn't feel the overwhelming grief that I do."

The president had to pause to compose himself after saying these were "beautiful little kids between the ages of 5 and 10."

As he continued with his statement, Obama wiped away tears from each eye. He has ordered flags flown as half staff.

It is the second worst mass shooting in U.S. history, exceeded only by the Virginia Tech shooting in 2007 when 32 were killed before the shooter turned the gun on himself. The carnage in Connecticut exceeded the 1999 Columbine High School shooting in which 13 died and 24 were injured.

Friday's shooting came three days after masked gunman Jacob Roberts opened fire in a busy Oregon mall, killing two before turning the gun on himself.

The Connecticut shooting occurred at the Sandy Hook Elementary School, which includes 450 students in grades K-4. The town is located about 12 miles east of Danbury, Conn.

The massacre prompted the town of Newtown to lock down all its schools and draw SWAT teams to the school, authorities said.

State Police received the first 911 call at 9:41 a.m. and immediately began sending emergency units from the western part of the state. Initial 911 calls said multiple students were trapped in a classroom, possibly with a gunman, according to a Connecticut State Police source.

Vance said on-duty and off-duty officers swarmed to the school and quickly checked "every door, every crack, every crevice" in the building looking for the gunman and evacuating children.

Soon, state police from across western Connecticut would be there. And they would be joined by FBI SWAT and evidence teams as well as members of the federal Bureau of Alcohol Tobacco and Firearms.

A photo from the scene showed a line of distressed children being led out of the school.

Three patients were taken to Danbury Hospital, which also went on lockdown, according to the hospital's Facebook page.

NEW YORK?The man charged with killing 6-year-old Etan Patz in 1979 pleaded not guilty on Wednesday?despite confessing to police to murdering the boy shortly after he was arrested in the case earlier this year.

Pedro Hernandez, 51, appeared in court dressed in a gray sweatsuit, where he quietly entered a plea of "not guilty" to charges that he killed Etan, the subject of one of the city's most high-profile unsolved cases.

The child vanished while walking home from school three decades ago in Manhattan's Soho neighborhood?a disappearance that gripped the nation and essentially founded the missing children's movement. Etan was the first missing child to be pictured on the side of a milk carton.

The case went cold for decades?until April, when detectives, acting on a tip, began digging up a basement near the Patz family's home in Soho, where his parents still live. They found nothing, but a few weeks later they received another tip from Hernandez's relatives suggesting he may have been involved in Etan's disappearance. Hernandez, who had worked in Soho around the time of the boy's disappearance, was picked up at home in Camden, N.J., and eventually arrested by New York City police.

Hernandez confessed to the crime, telling police he had lured Patz to the basement of a bodega where he worked at the time and choked the child to death. He then allegedly left the child's body in a trash bag on the street nearby with other garbage.

But Harvey Fishbein, Hernandez's attorney, has suggested his client's confession was false?driven by what he described as Hernandez's history of mental problems, including hallucinations. Fishbein told reporters last month he would seek to have Hernandez's confession thrown out of the case with the help of experts who could testify about false confessions.

Fishbein has said his client would not pursue an insanity defense?largely because he insists Hernandez did not commit the crime.

'Argo' is one of the best movies of the year.

JOHANNESBURG (AP) ? South Africa's former President Nelson Mandela is suffering from a recurring lung infection and is responding to medical treatments, the nation's presidency said Tuesday.

The ailing Mandela, 94, has been hospitalized since Saturday for medical tests at 1 Military Hospital near South Africa's capital, Pretoria.

The announcement ended speculation about what was troubling the ailing anti-apartheid icon. Government officials had declined repeatedly to say what caused the nation's military, responsible for Mandela's care, to hospitalize the leader over the last few days. Mandela has had a series of health problems in his life. He contracted tuberculosis during his years in prison and had surgery for an enlarged prostate gland in 1985. In 2001, Mandela underwent seven weeks of radiation therapy for prostate cancer, ultimately beating the disease.

In February, Mandela spent a night in a hospital for a minor diagnostic surgery to determine the cause of an abdominal complaint.

Mandela was a leader in the struggle against racist white rule in South Africa and for preaching reconciliation once he emerged from prison in 1990 after 27 years behind bars. He won South Africa's first truly democratic elections in 1994, serving one five-year term. The Nobel laureate later retired from public life to live in his remote village of Qunu, in the Eastern Cape, and last made a public appearance when his country hosted the 2010 World Cup soccer tournament.

Mandela disengaged himself with the country's politics fairly successfully over the last decade and has grown increasing frail in recent years.

How Behavioral Science Can Increase Energy Efficiency Adoption

Utility operations are being forced to evolve as customer expectations shift, technological change continues and new players enter adjacent markets. As utilities chart their course in areas such as energy efficiency, smart grid, and distributed generation, they find themselves in unfamiliar positions. The second in our four-part series (See Part I by my colleague, Mat McDermid, Finding the Regulated Utility Role in a Shifting Energy Landscape), we discuss how utilities can leverage behavioral science research as they expand into markets where they are not a monopoly and customers need to be convinced about the benefits of the products and services offered.

Since setting up auto-pay the day I moved into my apartment, I?ve given no thought to my utility bill. Given that my job is to analyze and advise utilities, I?d venture to say most people are no more engaged. However, with an evolving set of customer offerings?energy efficiency (EE), alternative fuel vehicles, demand response, and the like?many utilities are realizing that they may require better, different, or more communication. In short, they are discovering what it means to sell.

And not only are they beginning to market things customers may not feel they need, they now have competitors as well, particularly in the EE market. Various other entities are looking to advise large electricity and gas users about how to lower their bills and provide help with financing, sell devices directly to customers that increase automation and control, or take over the utility?s role as the provider of EE offerings funded through utility bill surcharges. All of these reduce both the direct benefit to utilities from performance incentives and the indirect benefits from higher customer satisfaction, improved regulatory relationships, and perceived leadership.

Mining the extensive body of knowledge on consumer behavior provides insight on how utilities can more effectively communicate the benefits of EE and raise awareness of their changing offerings, and therefore attract more customers. Understanding how consumers behave and react to different sales tactics can help utilities stay ahead of their new competitors by more clearly demonstrating the value proposition of their EE efforts.

  1. Convenience over cost We all hate transaction costs, the costs incurred in dealing with the logistics of purchasing something or reaching a deal. Sometimes they can be just as important as the price itself (why we don?t all cook our own dinner, for example). The true price of a good, from a consumer?s perspective, can be thought of as the sum of the money, time, and mental energy required to acquire it.There is one exception to this rule, however, that is very pertinent to EE: rebates. Though of course it would be easier just to pay less for that cell phone from the outset, the idea of getting paid money to spend moneyseems to have a visceral appeal.Investing in EE, whether as a consumer or a business, usually incurs significant transaction costs. Audits require time, understanding savings potential of retrofits requires mental energy, and incorporating EE into new construction requires both.

    Making things simpler almost goes without saying. But when allocating resources, it is worth considering that it may be more cost-effective to reduce the number of necessary forms associated with a program than to allocate equivalent money to increasing the incentive.

  2. The power of More Recent research in the Journal of Marketingdemonstrates how our minds can play tricks on us. Consumers are unable to properly compare the savings from receiving a discount and from receiving extra product for the listed price, consistently favoring receiving more product even it is not in their financial best interest.EE is inherently a discount, allowing users to get the same energy service for a lower price. Framing it as getting something for free is an uphill battle, and saying ?two loads of laundry for the price of one? defeats the purpose. Finding ways to do so, however, would increase uptake.Increasing the availability of on-bill financing immediately reduces transaction costs, but it also has the potential to change the way people think about EE. Marketing a more efficient washing machine as ?a free washing machine with two years of electricity payments? rather than ?saving you $10 on your electric bill? would position EE as a bonus rather than a discount.

    There are other ways to frame EE as an extra service. For example, loans that allow lessees to pay off their debt through energy savings, but without the on-bill aspect, or marketing emphasis on the higher quality of efficiency equipment or building design rather than the energy savings. Both of these would help change perception.

  3. Benevolent deception

    For all the surveys demonstrating consumers? stated interest in reducing energy consumption and spend, EE is rarely top of mind. Utilities struggle to get consumers to pay attention.If the customer won?t come to them, perhaps it is time for utilities to go to their customers. By combining EE measures with offerings that have higher intrinsic appeal and shifting marketing focus from saving energy to the benefits of the other measure, utilizing a concept known as goal substitution, utilities can attract more customers.In one initiative in Britain, an attic insulation provider offered to remove and dispose unwanted clutter, solving a problem more likely to resonate with a homeowner. This also reduced consumer time and mental energy required. Uptake of the insulation incentive rose threefold.

    There are many opportunities to combine residential EE interventions with complementary offerings that should be considered. Retrofits that require moving furniture could be combined with repainting, perhaps, or work that involves breaking into walls coupled with cleaning out pipes.

The field can veer into off-putting territory (for example, one branch looks at how to take advantage of the way consumers judge value to steer us towards more expensive items); regulated utilities especially would need to steer clear of tactics that could be perceived as exploitative. Given the well-accepted societal benefits of EE, however, all stakeholders should support leveraging the more innocuous insights, such as those discussed above, to increase participation and savings.

All of these interventions would require regulator input. With regulators understandably wary of utilities asking for more money to spend on what could be deemed overhead, demonstrating the benefit of investing resources in areas other than beefed up incentives is an almost necessary prerequisite. Using the rich literature on consumer behavior and biases to engage regulators is a good place to start.
