Galaxy S4 headed to NTT Docomo May 23, blue color confirmed

Blue Galaxy S4New color option for Japanese Galaxy S4

Japan's NTT Docomo will start selling the Samsung Galaxy S4 from next Thursday, May 23 -- and as per the pre-announcement rumors, it'll be getting a "blue arctic" color option in addition to "white frost" and "black mist." The Docomo version will also support digital terrestrial TV broadcasts through a pull-out antenna, and FeliCa NFC payment capabilities.

Besides that (and some branding changes) it's pretty much the same old Galaxy S4 we've come to know over the past few weeks. In case you were wondering, Japan's getting the quad-core Snapdragon 600 version most other countries are selling, as opposed to the rarer "octa-core" Exynos version.

YouTuber mappan777 has posted a quick side-by-side comparison between the new blue version and the better-known black model, which we've embedded past the break. (Quick spoiler: you're going to have a hard time telling these two colors apart.)

No trouble at the IRS on this one. Working where there are ...

I have nothing against people who work for the IRS or any government agency. I am sure they are as hard working as anyone in the private sector, but does that mean they are entitled to a total compensation package that puts the vast majority of private employers to shame ? and with a good measure of job security to boot?

According to what we see here, you are providing government employees with ?one of the best retirement systems in the world.? Lets not forget their pension also includes an annual COLA. I hope that gives you a sense of satisfaction as you consider your own ?retirement system.?

Take a look at this description of employee benefits from the IRS website; not bad huh? There was never a time in America when the majority of Americans enjoyed such benefits. Today only a few of the largest employers can equal this package.

Benefits

Make Your Career Work for You, Wherever You Go

If you?d like to capitalize on your expertise, the IRS is the place to do it. We offer federal benefits that go beyond those in the private-sector, plus you get the career benefits you?re looking for ? from a fulfilling and stable career to a flexible work schedule, to a being part of an inclusive work environment that?s focused on serving America.

Use Our Benefits to Your Benefit

Here are the basics on what you?ll receive as an IRS employee:

Health Insurance
Choose from several health insurance options, including supplemental dental and vision.

Health Insurance: FEHB provides health insurance plans to fit you and your family?s needs and budget. The IRS pays approximately 2/3 of your health insurance premium. You may be eligible to carry your health insurance coverage into retirement.

Supplemental Dental and Vision Insurance: Federal Employee Dental and Vision provides insurance to federal employees. You must be eligible for the FEHB program to be eligible to enroll.

Long Term Care
The Federal Long Term Care Insurance Program (FLTCIP) lets you plan for healthcare coverage you may need in the future, as well as comprehensive coverage if you become unable to care for yourself. So you?ll have help paying for nursing home, assisted living facility, home health, hospice, respite, and other long-term care services.

Flexible Spending Accounts
Save more of your money by applying it to a tax-lowering Flexible Spending Account that enables you to set aside money for certain health care and dependent care expenses each year.

Federal Retirement
Although retirement may be in your distant future, you know you?ll need it someday. So launch your career with one of the best retirement systems in the world. The Federal Employees Retirement System (FERS) is comprised of three components: a basic benefit (annuity), a Social Security benefit, and the Thrift Savings Plan (like a 401(k) plan). In short, FERS:

Allows you to take the Social Security and Thrift Savings Plan components to your next place of employment, even if you leave federal employment.
Provides benefits for retirement, disability and survivors.

The Thrift Savings Plan
Often called the TSP, this plan is similar to the 401(k) savings and tax benefits plans available in the private sector. Here?s how you can build your ?nest egg?:

We?ll set up and automatically contribute 1% of your basic pay toward your Thrift Savings Plan account, whether you contribute to it or not.

If you do contribute to the TSP, we?ll match your contributions dollar for dollar up to 3%, and 50 cents on the dollar for the next 2%.

All of your contributions will be made from pre-tax dollars, and your investments and earnings will be tax deferred until you withdraw them.

Five Thrift Savings Plan investment funds are available for you to choose from.

You may transfer money from other eligible retirement savings plans into your Thrift Savings Plan account.

In some cases, you can borrow against your Thrift Savings Plan. If you change federal employment, your Thrift Savings Plan will go with you.

Life Insurance
At the IRS, not only do we pay for 1/3 of your basic premium, but basic coverage allows you to elect and pay for optional coverage for yourself or certain family members. You can choose from a wide variety of life insurance coverage through the Federal Employees? Group Life Insurance.

Flexible Work Life Programs
We?re committed to helping you balance your work and family life through these great programs:

Flexible Hours: Pursue your work opportunities on a schedule that works for you.
Telework: Your job and work assignments may allow you to work from home or other work sites.

Transportation Subsidy: We?ll help you pay for your monthly commuting costs to and from work. These benefits are not taxable and are not included on Form W-2.

Health Care Unit: Flu vaccines, allergy shots, smoking cessation programs and health risk assessments are just a sampling of the health services you can participate in.

Fitness Centers: Stay in shape at our fitness centers, collocated in more than 25 IRS facilities across the country. There is no membership fee.

Credit Unions: We help make banking convenient for you. Many of our facilities have a credit union on premises.

Cafeterias: Hungry? Grab a bite to eat at our on-location cafeterias that serve breakfast and lunch.

Child Care: GSA manages in 31 states, the District of Columbia, and Puerto Rico. We work with them to provide on-site child care at 10 of our IRS facilities.

Leave Share Program: Help others, help yourself. This program allows our full- and part-time employees to donate their leave time. Then, if someone?s regular leave share is exhausted and they need to handle a medical emergency, the leave bank can provide them with more time off.

Employee Suggestion Program: Some of the best ideas for improving our work efficiency and environment have come from people like you. And you could receive up to 25% of the tangible first-year savings that result from your suggestion if it?s adopted.

Training and Development

Britain's Cameron faces leadership questions over Europe

By Guy Faulconbridge and Andrew Osborn

LONDON/WASHINGTON (Reuters) - Prime Minister David Cameron faced questions about his leadership on Tuesday after he buckled to pressure from within the Conservative Party to bring forward draft legislation enforcing a referendum on Britain's European Union membership.

Just hours after U.S. President Barack Obama cautioned against rushing towards the EU exit, Cameron was forced by a rebellion in his party into promising a bill that would pave the way for an in-out vote on Europe.

But the more Cameron concedes to his Eurosceptic lawmakers, the more they want, deepening the 25-year battle in his party over Europe and undermining his own chances of leading the party to victory in a general election set for 2015.

Divisions over Europe helped bring down the last two Conservative prime ministers, Margaret Thatcher and John Major, and many politicians compared Cameron's position to that of Major whose premiership was riven by rows over Europe.

"There is no way that he (Cameron) can give in any further because he's undermining his own position," said Sheila Gunn, who served as spokeswoman to Major.

"Every time he gives in, the so-called rebels who want Britain to get out of the EU very quickly - will just ask for something more. It's unraveling the knitting. Every time they pull at that knitting, they unravel a bit, they then ask for something more and now it's getting to the point where it's affecting his own position."

Cameron's advisers hope the draft bill on an EU vote will end the bickering that has damaged the party's.

But opponents said that by caving in on such a grave issue, Cameron has lost control of his own party and increased the chances of a challenge to his leadership.

A Downing Street spokesman insisted Cameron was in charge on Tuesday and dismissed the idea that his government was in chaos.

"David Cameron's weakness has turned a European issue into a leadership issue," Labour foreign affairs spokesman Douglas Alexander said.

Cameron's offer of draft legislation marked a climbdown from a promise he made in January to renegotiate the terms of Britain's EU membership and then hold a referendum by the end of 2017.

But some lawmakers had called for further concessions and media reports said Cameron's leadership could be challenged.

Potential rivals include London Mayor Boris Johnson and Education Secretary Michael Gove.

'BANGING ON ABOUT EUROPE'

The three eurosceptic Conservative Party leaders who followed Major failed to get into power and Cameron, in his first conference speech as party leader, warned that Conservatives had become too obsessed by Europe.

"While parents worried about childcare, getting the kids to school, balancing work and family life - we were banging on about Europe," he told the party conference in October 2006.

But since coming to power in a coalition government three years ago, the Conservatives have been rattled by the popularity of the UK Independence Party (UKIP), which campaigns for Britain's withdrawal from the EU and tighter immigration laws.

A Guardian/ICM poll showed that UKIP's support had surged to a record high of 18 percent, while support for Britain's traditional parties had fallen by 4 percentage points each.

UKIP took a quarter of the vote in local elections this month and unless Cameron can convince his party that he can win the next election he is likely to face more challenges to his leadership.

"With the story changing every day, it's very reminiscent of the old John Major days where, really, the government appears to be being blown around by events," said UKIP leader Nigel Farage.

The Guardian poll put Labour on 34 percent, the Conservatives on 28 percent and their coalition partners the Liberal Democrats on 11 percent.

UKIP's poll rating has climbed steadily since Cameron's pledge in January to renegotiate the terms of Britain's EU membership and hold a referendum by the end of 2017.

BREXIT?

Cameron's referendum promise then failed to satisfy Conservative critics who have been pressing him to bring forward the vote to before the next national election in 2015 or to pass a law committing the party to holding a vote by the end of 2017.

Many Conservatives say they want to be part of the EU's single market but that the closer integration of the euro zone means Britain should renegotiate its membership or leave.

About half of British voters want to leave the European Union, which is viewed as anti-democratic and bureaucratic by many British politicians, but for voters utility bills, education and the economy are far more important.

Cameron's bid to renegotiate the terms of Britain's membership has concerned the United States which has warned London that it would lose influence in the world if it did leave the world's biggest economic bloc.

Obama told Cameron on Monday that EU membership was an expression of British influence but delighted Cameron's advisers by appearing to endorse his attempt to fix the relationship.

Germany and France, the only EU economies bigger than Britain, have warned that Cameron cannot "cherry pick" EU policy.

Cameron's policy has also divided his two-party coalition and the EU vote bill is almost certain be opposed by their pro-EU coalition partners, the Liberal Democrats.

Despite Cameron's latest concession, up to 100 Eurosceptic Conservative members of parliament are still expected to back a different amendment this week criticizing legislative plans unveiled by the government because they did not include such a bill.

Conservative lawmaker John Baron, one of the two figures behind the amendment, said Cameron's promise of a draft bill would not persuade him to back down.

"I am sticking by what I am saying. They know that this option could very well fail," he told Reuters. "A far better approach would be to have the courage to support our amendment on Wednesday."

BlackBerry Is Releasing BB 10.1 Today With HDR Support, Improved Hub, Keyboard Shortcuts

1Today at BlackBerry Live, CEO Thorsten Heins announced the availability of BB 10.1 for the Z10. This first major update to BlackBerry’s next-gen mobile platform starts rolling out today and packs a moderate amount of updates. “By the end of this week, the vast majority of our international carriers will offer this update,” Heins detailed. “US carriers will offer it by the end of the month.” This version brings more classic BlackBerry features to BB 10. Phone contacts can now feature personalized notifications with custom ringtones, vibrations, and LED flashes. Further customization is available with custom notifications for different email accounts. HDR support should improve the Z10′s lackluster camera performance. The software also updates the camera software with improved red eye reduction. The update also supercharges the BlackBerry Hub. Everything should be more fluid and seemless as the Hub can send PIN to Pin messages and offer contact suggestions. International carriers should get the update by the end of the week with availability on US carriers by the end of May 2013. Look for the update here or through the Z10′s software update section.

Senator says Sebelius should stop healthcare fundraising

By David Morgan

WASHINGTON (Reuters) - An Obama administration effort to raise private donations to help implement President Barack Obama's healthcare reform law came under fire on Monday from congressional Republicans who claim the action could violate the law.

As the Republican-controlled House of Representatives prepared to mount a new vote this week to try to repeal the law, House Energy and Commerce Committee Chairman Fred Upton asked the administration to identify the companies and organizations that have received fundraising calls from Health and Human Services Secretary Kathleen Sebelius.

The committee also sent letters to nearly a dozen healthcare companies asking if they have received solicitations from Sebelius. The list includes insurers Aetna Inc, Cigna Corp., Coventry Health Care Inc, Humana Inc, UnitedHealth Group Inc and WellPoint.

Meanwhile, Republican Senator Lamar Alexander called on Sebelius to end the fundraising, saying her actions could violate Congress' power to direct policy through appropriations.

Partisan gridlock has prevented Congress from funding the law since it was enacted three years ago.

Administration officials said that since late March, Sebelius has been calling companies in the healthcare field and other industries, as well as private foundations, healthcare providers and church groups, to promote the 2010 Patient Protection and Affordable Care Act.

Her aim is to win financial help for nonprofit groups that are mounting a private-sector effort to persuade millions of uninsured Americans to obtain health coverage in 2014 through new online marketplaces, known as exchanges, slated to begin enrollment for federally subsidized private insurance on October 1.

If the implementation and enrollment effort were to fail, it could lead to higher costs and jeopardize a cornerstone of Obama's presidential legacy.

Sebelius' Department of Health and Human Services (HHS) says the secretary has the authority to encourage support for nonprofit organizations under the Public Health Service Act.

VIOLATION OF THE LAW?

"This provision has been in place since 1976 and has applied to and has been used by previous secretaries," HHS spokesman Jason Young said on Monday. "It was even cited as part of President Reagan's establishment of the President's Council on Physical Fitness."

But Republicans in both the House and Senate have been quick to raise the specter of legal violation.

"I hope the secretary will stop this action," Alexander, ranking Republican on the Senate Health, Education, Labor and Pensions Committee, said on the floor of the Senate. He pledged to ask the Government Accountability Office, an investigative arm of Congress, to look into the matter later this week.

In a letter to Sebelius, Upton and five members of his House oversight committee expressed particular concern that the administration may have sought financial support from health insurance companies.

"Currently, health insurers are seeking HHS approval to qualify for the health exchanges ... so that they may attempt to sell their services to the public when enrollment begins in a few months. Your agency also has the power to review the insurance rates that providers wish to charge," the letter said.

The administration is scheduled to begin operating healthcare exchanges in 33 states beginning January 1.

House Republicans have voted three dozen times to repeal or defund the law. They are slated to do so again this week. None of the measures have succeeded in the Democratic-controlled Senate.

The Construction Lamp: An Oil Derrick Look, Inspired by Tinker Toys

The Construction Lamp looks like oil derricks you see dotting the landscape in parts of Texas. Their industrial aesthetic is the result of the designer Joost van Bleiswijk playing with the nuts, bolts, and tools in his workshop as though he was still a kid.

In fact, van Bleiswijk says the lamp was inspired by a love for Meccano, the tinker toy construction sets of yore. The great thing about Meccano, of course, is that it's just a series of components?what you actually build with its joints, wheels, and gears, is up to you. In a way, that's exactly what's happening in these awesome lamps, which borrow their components of old electricity towers and industrial buildings. [Joost van Bleiswijk via MocoLoco]
