House District 52 Campaign Finance Report | Politics Extra

Margy Conditt, the incumbent Republican representing Ohio?s House District 52, is holding the purse strings over her Libertarian and Democratic opponents, with more than $50,000 in contributions since the primary, recently released campaign finance documents show.

Her big donors include the Buckeye Firearms Association, which gave $3,231; the Time Warner Cable Ohio PAC, which gave $3,000; the AK Steel PAC, which gave $2,500; and the Realtors PAC, which gave $2,000.

House District 52 includes West Chester and Liberty townships, in Butler County.

The pre-General Election campaign reports filed Oct. 25 show that Libertarian candidate Robert Coogan has raised just $350 in contributions from a few individuals.

Democratic candidate and newcomer Branden Rudie did not file a pre-General Election report by Oct. 25.

Lower Manhattan faces up to four days without power: ConEd

NEW YORK (Reuters) - Residents of lower Manhattan faced up to four days without power on Tuesday as Consolidated Edison, New York City's power provider, scrambled to repair the damage wrought by Hurricane Sandy.

Almost every street below Times Square in the city's Midtown district was plunged into darkness on Monday night after an explosion at a Con Edison power station on 14th Street threw the electricity provider's plans for controlled shutdowns into disarray.

The prolonged blackout in the most populous and wealthiest of New York City's five boroughs is in stark contrast to last year's Hurricane Irene, when the island of Manhattan was largely spared the power cuts that hit the surrounding region.

Almost 250,000 homes and businesses on Manhattan were without power as of 2pm EDT on Tuesday, Con Ed said, more than the total outages in Brooklyn, Queens and the Bronx combined. The vast majority of those were below 39th Street in Midtown.

The figures cover buildings rather than individuals, meaning the total number of people affected will be far higher.

"This is the largest storm-related outage in our history," said Sara Banda, a spokeswoman for Con Edison.

"We try to restore lines that will get power to the most customers possible, but it will depend on the equipment."

Con Edison said it estimated customers served by underground electric equipment, like in Manhattan, should have power back within four days.

Banda said customers affected by the explosion at the East River power station should be among those. Some customers may see power restored sooner, but on Tuesday Con Edison appeared keen to manage expectations.

It was not clear if the explosion was caused by the near-14 foot (4.2 meter) storm surge or by something else.

Customers served by overhead power lines could be without power for at least a week, Con Edison said.

In total, around a quarter of New York City's buildings are without power as of Tuesday afternoon.

THE NEW BLACKOUT

The area below Times Square, includes some of Manhattan's trendiest -- and wealthiest -- neighborhoods.

In areas like Tribeca, Chelsea and Gramercy Park that are popular with celebrities, the fashion world, hedge fund managers and media figures, two bedroom apartments routinely rent for more than $6,000 a month according to New York City rental website nakedapartments.com. That is more than $5,000 above the average monthly rent across the nation.

Beyond the power cuts, damage was relatively limited around the West Village. Some scaffolding had fallen down in the area and maintenance men were in the process of cleaning up.

On Tuesday afternoon, Hudson River Park from Houston Street to 14th Street, people were trying to get back to normal. The park was filled with hand-holding couples, joggers and owners of high-maintenance pets. Many people looked like they were enjoying an unexpected day off.

Outages on Manhattan outstripped the 180,000 in the suburbs of Westchester County to the north of the city, where overhead power lines normally mean it is more exposed to storms than the island's largely subterranean electricity network.

A further 109,000 homes and businesses in Staten Island were without power, Con Edison said. Across the Hudson River, almost two-thirds of New Jersey's residents were enduring black outs, according to the Department of Energy.

In total, over 8.2 million homes and businesses lost power in the United States because of Sandy, the DOE said. The blackouts stretched from North Carolina to the Canadian border and as far inland as Ohio and Indiana.

In seven states, including Pennsylvania and Connecticut, 20 percent or more of all customers were without power.

University of Arkansas law professor Cynthia Nance will be inducted as a Fellow of the College of Labor and Employment Lawyers on Saturday, Nov. 3, in Atlanta, Ga. Election to the college is considered among the highest professional honors a labor and employment lawyer may achieve.

?Dean Nance is respected, and beloved, by the Arkansas and national legal communities,? said G. David Gearhart, chancellor of the University of Arkansas. ?Her election by her peers to the College of Labor and Employment Lawyers reflects her standing in the bar and the academy. The university was fortunate to count on her leadership as dean from 2006 to 2011, and we are grateful for her continued commitment to excellence as a member of the law school faculty.?

Nance, dean emeritus of the U of A School of Law and the Nathan G. Gordon Professor of Law, will be one of only nine lawyers in the state of Arkansas to serve as Fellow of the College of Labor and Employment Lawyers, a group that also includes Robert Moberly, law professor and dean emeritus. The college is represented by 1,200 members in 43 states, the District of Columbia, Puerto Rico and six provinces from Canada. Membership in the college is by nomination only and is limited to labor and employment lawyers with sustained, outstanding performance in the profession.

Election to the college is the latest of many national honors Nance has garnered this year, including the American Bar Association Spirit of Excellence Award for promoting a more racially and ethnically diverse legal profession. A former chair of the American Association of Law Schools Labor and Employment Law and Employment Discrimination sections, Nance is a council member of the ABA Labor and Employment Law Section and represents the LEL Section in the ABA House of Delegates. She was recently appointed to the ABA Center on Racial and Ethnic Diversity, and is a member of the Council of the ABA Section of Legal Education and Admission to the Bar. Nance serves on the board of the National Association of Law Placement Foundation, is a member of the American Law Institute and serves on the Deans? Development Committee of the American Inns of Court and as a consultant to the Kettering Foundation Legal Education and Democracy Project. She is a member of the Law School Admission Council Board and serves as chair of its Finance and Legal Affairs Committee.

However, there has been some speculation on that front after Angela Merkel summed the request with the quoted ?out of the question.?

Nevertheless, after some advances and a detailed appraisal of the eurozone financial crisis by the leaders of the world, it has been declared that a team of world delegates are to meet with Angela Merkel and persuade her to help.

The declaration has been further supported by Ewald Nowotny, the policymaker of ECB, stating that Germany cannot take part in the waiver of such a debt as that would render the public sector as quasi concerned.

The summary of the financial state of affairs in Greece has made it clear that the next crisis, unless backed by debt relief for Greece, would be the point of destabilization for Greece, not to mention the effects on the problems of Madrid.

US seeks Algeria's support in possible Mali move

(AP) ? U.S. Secretary of State Hillary Rodham Clinton sought Algeria's assistance on Monday for any future military intervention in Mali, pressing the North African nation to provide intelligence ? if not boots on the ground ? to help rout the al-Qaida-linked militants across its southern border.

Clinton, on the first stop of a five-day trip overseas, met with Algerian President Abdelaziz Bouteflika as the United States and its allies ramped up preparations to fight northern Mali's breakaway Islamist republic.

When Mali's democratically elected leader was ousted in a military coup in March, Tuareg rebels seized on the power vacuum and within weeks took control of the north, aided by an Islamist faction. The Islamists then quickly ousted the Tuaregs and took control of half the country.

The U.N. Security Council has unanimously approved the idea of an African-led military force to help the Malian army oust Islamic militants, but its details are still unclear.

One plan would see Mali's embattled government in the south and its West African neighbors taking the military lead to battle with the militants, with the United States and European countries in support.

Any military intervention would likely require Algeria, whose reforms have headed off the Arab Spring tumult experienced by neighbors such as Libya and Tunisia and left it with the strongest military and best intelligence in the region.

Clinton said she and Bouteflika spoke at length about Mali, with the Algerian leader appearing to caution against any rash action.

"I very much appreciated the president's analysis based on his long experience as to the many complicated factors that have to be addressed to deal with the internal insecurity in Mali and the terrorist and drug trafficking threat that is posed to the region and beyond," Clinton told reporters.

She said they agreed to continue discussions with the U.N. and African nations "to determine the most effective approaches that we should be taking."

Washington is keen to eliminate northern Mali as a haven for al-Qaida in the Islamic Maghreb, which may have been involved in September's attack on the U.S. Consulate in the Libyan city of Benghazi. Mali even came up in the U.S. election campaign, with Republican challenger Mitt Romney citing the African nation's instability in a foreign policy debate with President Barack Obama.

As further evidence of the U.S. intensifying its diplomatic work in Mali, Maria Otero, an undersecretary of state for civilian security, democracy and human rights, was to travel to Mali on Monday. She is the highest-ranking Obama administration official to visit since the coup. She'll meet with Mali's prime minister, human rights activists and internal refugees.

The 15-nation West African regional bloc, the Economic Community of West African States, or ECOWAS, has discussed sending 3,000 troops to help oust the Islamist militants from the north. Many, though, question how Mali's weak military could take the lead on such an intervention and analysts believe more ECOWAS soldiers would be needed to take and hold the France-sized desert area now controlled by the militants.

While the U.S. wants to see the rebels routed, it has no interest in active involvement in the military mission, unless Mali and West African states explicitly ask for such assistance, a senior American diplomat in Africa said. The official demanded anonymity because he wasn't authorized to speak publicly on the matter.

From Algeria, Clinton left for three days of talks in the Balkans, arriving Monday night in the Bosnian capital of Sarajevo.

She plans to join the European Union's top diplomat in meetings with the leaders of Bosnia, Serbia and Kosovo, urging those nations to make the necessary reforms to join the EU and NATO. She'll finish with meetings in Croatia and Albania, NATO's two newest members.

Philhealth signs up 13 hospitals to treat prostate cancer for P100,000

MANILA - The Philippine Health Insurance Corp. (Philhealth) has signed up 13 hospitals countrywide to treat prostate cancer cases at a packaged rate of P100,000 per patient.

In a news release,?Philhealth identified the enlisted hospitals as the National Kidney and Transplant Institute and Quirino Memorial Medical Center in Quezon City; Philippine General Hospital in Manila; Rizal Medical Center in Pasig City; Ilocos Training and Regional Medical Center in San Fernando City; Cagayan Valley Medical Center in Tuguegarao City;

Dr. Paulino J. Garcia Memorial Research and Medical Center in Cabanatuan City; Batangas Regional Hospital in Batangas City; Bicol Medical Center in Naga City; Western Visayas Medical Center in Iloilo City; Northern Mindanao Medical Center in Cagayan de Oro City; Southern Philippines Medical Center in Davao City; and the Davao Regional Hospital in Tagum City.

?We?re now in talks with other public as well as private hospitals to see if they can be contracted to treat low to intermediate-risk prostate cancer cases at the packaged rate,? said Philhealth president and chief executive Dr. Eduardo Banzon.

?The P100,000-benefit payment covers the full cost of treatment, hospitalization, and professional fees,? Banzon said.

Prostate cancer is the second most widespread cancer among Filipino men, after lung cancer, according to the Department of Health.

Most prostate cancers grow slowly and never pose a threat. However, some prostate cancers advance rapidly to the bladder, rectum, bones, and lymph nodes, and cause death inside months or a few years.

Prostate cancer tends to develop in men over the age of 50. Men with a positive family history of the cancer in a brother or father are considered at higher risk of developing the disease.

Since the cancer responds best to treatment when detected early, men have been encouraged to have their first prostate health check between 40 to 50 years old.

Many low-risk prostate tumors require no more than constant surveillance. Treatment of higher-risk tumors usually involves surgery, irradiation, and hormone control therapy. Forceful treatments such as chemotherapy may be applied in extremely advanced cases.

The male prostate is a reproductive system gland that helps make semen, the fluid that contains sperm. The prostate surrounds the tube that carries urine away from the bladder and out of the body.

White House-ordered review found no evidence of Huawei spying: sources

SAN FRANCISCO (Reuters) - A White House-ordered review of security risks posed by suppliers to U.S. telecommunications companies found no clear evidence that Huawei Technologies Ltd had spied for China, two people familiar with the probe told Reuters.

Instead, those leading the 18-month review concluded early this year that relying on Huawei, the world's second-largest maker of networking gear, was risky for other reasons, such as the presence of vulnerabilities that hackers could exploit.

These previously unreported findings support parts of a landmark U.S. congressional report last week that warned against allowing Chinese companies Huawei and ZTE Corp to supply critical telecom infrastructure.

But they may douse speculation that Huawei has been caught spying for China.

Some questions remain unanswered. For example, it is unclear if security vulnerabilities found in Huawei equipment were placed there deliberately. It is also not clear whether any critical new intelligence emerged after the inquiry ended.

"The White House has not conducted any classified inquiry that resulted in clearing any telecom equipment supplier," White House National Security Council spokeswoman Caitlin Hayden said. She also noted that Huawei had been barred from participating in an emergency network for first responders a year ago "due to U.S. government national security concerns."

At the White House's direction, according to people familiar with the matter, intelligence agencies and other departments conducted the largely classified inquiry, delving into reports of suspicious activity and asking detailed questions of nearly 1,000 telecom equipment buyers.

"We knew certain parts of government really wanted" evidence of active spying, said one of the people, who requested anonymity. "We would have found it if it were there."

A spokesman for Huawei said the company was not familiar with the review but it was not surprised that no evidence of Huawei espionage was found.

Last week's report from the Republican and Democratic leaders of the House Intelligence Committee noted the potential for spying through Huawei gear installed to manage traffic on wireless networks. The committee also criticized Huawei's leadership for failing to provide details about its relationships with Chinese government agencies.

Huawei, whose chief executive officer, Ren Zhengfei, founded it 25 years ago after he was laid off by the Chinese army, has rejected the House report as unfair and inaccurate. China's Commerce Ministry has also called the accusations "groundless."

"Huawei is a $32 billion independent multinational that would not jeopardize its success or the integrity of its customers' networks for any government or third party. Ever," the company's U.S. spokesman, Bill Plummer, said on Wednesday.

The House Intelligence Committee's report did not present concrete evidence that either Huawei or ZTE has stolen U.S. data, although it said a classified annex provided "significantly more information adding to the committee's concerns" about the risk to the United States.

Speculation has swirled about the contents of the secret annex, and both committee Chairman Mike Rogers and some intelligence officials have hinted at evidence that Huawei has participated in espionage.

Rogers, the report's lead author, stoked concerns by saying some customers had seen routers sending off "very valuable data" to China.

But in the one case a committee staff member pointed out to Reuters, the victim - Leap Wireless International Inc - said that while some of its computers were infected with viruses earlier this year, an investigation found no evidence that the infection was deliberate or that confidential data had been stolen.

PREVENTIVE MEASURES

Pressed about why the White House review and unclassified version of the House Intelligence Committee report had not turned up a "smoking gun," two officials familiar with intelligence assessments said U.S. agencies were most concerned about the capability for future spying or sabotage.

Similarly, Chris Johnson, a former CIA analyst on China, said he had been told that the White House review had come up empty on past malicious acts. Nonetheless, officials emerged from the review with "a general sense of foreboding" about what would happen if China asked Huawei for assistance in gathering intelligence from U.S. customers, he said.

"If the Chinese government approached them, why would they say no, given their system?" Johnson said.

Preventing state spying through technology is a high priority for U.S. President Barack Obama's administration, which is lobbying for legislation to raise private-sector security standards and readying a more limited executive order along those lines.

Reuters interviews with more than a dozen current and former U.S. government officials and contractors found nearly unanimous agreement that Huawei's equipment poses risks: The company could send software updates that siphon off vast amounts of communications data or shut them down in times of conflict.

More than anything else, cyber experts complained about what they said was poor programming that left Huawei equipment more open than that of rivals to hacking by government agents or third parties.

"We found it riddled with holes," said one of the people familiar with the White House review.

At a conference in Kuala Lumpur last week, Felix Lindner, a leading expert in network equipment security, said he had discovered multiple vulnerabilities in Huawei's routers.

"I'd say it was five times easier to find one in a Huawei router than in a Cisco one," Lindner said.

Lindner, who spent months investigating Huawei code, said the vulnerabilities appeared to be the result of sloppy coding and poor procedures, rather than any deliberate attempt at espionage. Huawei is looking into his findings, he said.

Some in the U.S. government, however, have said the alleged poor security practices at Huawei could be a deliberate cover for future attacks.

One computer scientist, who helped conduct classified U.S. government research on Huawei routers and switches four to six years ago, told Reuters that he had found "back doors" that his team believed were inserted with care.

He said these back doors could enable attackers to install malicious software that would make critical government networks inoperable, allow hackers to gain entry into highly classified systems and enable them to spy on all traffic. He requested anonymity because he was not authorized to discuss the research.

Huawei has denied the existence of these back doors. Plummer also noted that any vendor's gear could be targeted by hackers, and the company would address any vulnerabilities it finds.

The United States' closest allies have rendered a split verdict on Huawei. Earlier this year, Australia barred Huawei from becoming a contractor on the country's National Broadband Network, and Canada said last week that Huawei could not bid to help build a secure national network. In Britain, however, a spokesman for the Cabinet Office said Huawei's products were fully vetted and did not represent a security concern.

Dutch Ruppersberger, the ranking Democrat on the House Intelligence Committee and co-author of the report, told Reuters that the burden of proof had been on Huawei and ZTE, which cited Chinese government restrictions in limiting their responses.

"China has the means, opportunity, and motive to use telecommunications companies for malicious purposes," Ruppersberger said.

Republican Rogers' staff did not respond to questions about the contents of the classified annex or the White House review.

Here Comes Charice!

Charice Pempengco?s story is amazing. She came from a poor background in the Philippines where she learned English from listening to American music. Her mom walked in to find her 4-year-old belting Celine Dion?s ?My Heart Will Go On? from Titanic while standing on the kitchen table.

After participating in countless talent contests in her country, this amazing young singer had almost given up her dream when Ellen Degeneres noticed her popular YouTube video and invited Charice to come to the U.S. for the show. After that, Oprah and on to success with more music and her recurring role on ?Glee?.?

Starting this week, you can catch Charice playing a talented music student in the funny, heart-warming new Kevin James? film Here Comes the Boom. We were excited to get more info from this petite dynamo who called us from her home in L.A.

Kidzworld: Talk about the process of winning the role of Malia in Here Comes the Boom. How was that for you? Did you have to sing to get the part?

  • Charice: I thought I was just going to read the script and act. All of a sudden they gave me lyrics of a song (?Holly Holy? originally by Neil Diamond) and I didn?t know the song. I was like ?What am I gonna do now??. So I downloaded the song on my phone and only had like five minutes before I had to sing it. I was so nervous! I really tried and I?m so blessed that they loved it.

Kidzworld: Wow, you are a quick study! Was making your first film what you thought it would be?

  • Charice: A lot of people ask if I would stick with acting and actually I love acting but between singing and acting, singing would be number one but I?m having fun. But, after ?Glee? and doing (a guest shot) in the Chipmunks movie then this movie, it made me more confident about doing more movies. Maybe I could be the serial killer in a horror film! I would love that!

Kidzworld: They would never guess you were the killer!

  • Charice: Poor victims. I don?t wanna be a victim.

Kidzworld: So you are a big horror movie buff then. You must have plans for Halloween.?

  • Charice: I still don?t know what/who I?m gonna be for Halloween but I?m planning to go to Universal (Halloween Horror Nights) and lots of haunted houses and all that.

Kidzworld: Your character Malia in this movie says she learned English by listening to music.? Is that true for you too?

  • Charice: Yes. I think most Asian singers or singers from other countries, it?s very common. Usually, all of us listen to music all the time and that?s how we learn English or other languages. I learned some Italian. That?s one way.

Kidzworld: Malia uses music to coach the Niko character in this film for his citizenship test. Do you think using music to teach other subjects is a cool idea?

  • Charice: I think that would be great. As a singer, when I was in high school, there was a lot of stuff I had to remember but every time I tried to memorize it and used music, I actually do remember stuff. It actually works.

Kidzworld: How do you feel about your Malia character? She?s very sweet.

  • Charice: The Malia character reminded me of Sunshine Corazon (her character on ?Glee?).? People ask ?What?s the difference??? The characters are kind of the same but what really got me into this movie was the story. I love the story and all of Kevin James? movies but this is the best. It?s funny and inspirational.

Kidzworld: ?Never Give Up? is a big theme in the movie and has been a theme in your life. What was the lowest point for you? Was it when you were 12 and lost the ?Little Big Star? contest on Filipino TV?

  • Charice: I think that was it. That contest made me sort of give up. I thought ?Maybe I?ll just go back to school and be a normal teenager going out with friends.?? I was in my room for two months. I was depressed.

Kidzworld: I can understand that. Due to YouTube you became well-known. How did you react when you were invited by Ellen to be on her show, then Oprah? ?Did you just jump up and down or not believe it or what?

  • Charice: It was Ellen first but I feel so bad. We didn?t have money so didn?t have cable TV and I didn?t know who she was! When they invited me, my mom said ?Who is she?? Then my friend said ?Oh she?s a huge American TV talk show host?. My mom was like ?You?re going to America?!? That was a huge thing.? Same with Oprah. It was like a Cinderella story.

Kidzworld: You are singing with Cheesa from ?The Voice? on the single ?I?m Not Perfect?. Are you guys buddies now?

  • Charice: Oh, actually not a lot of people know that her brother is my musical director. He was even before Cheesa joined ?The Voice? so we?ve been friends.

Kidzworld: Do you consider your sound more R&B now or what?

  • Charice: I love singing different types of music but I think if I had to choose it would be R&B and Pop.? I love creating new styles. Like I can turn a Frank Sinatra song into R&B. I love doing that kind of thing.

Kidzworld: That?s what you did with the ?Holly Holy? song in the movie.

Kidzworld: Whose music are you listening to most now?

  • Charice: I love listening to Frank Ocean. His music is my jam right now.

Kidzworld: Why will kids and teens really enjoy seeing Here Comes the Boom?

  • Charice: They will love it because it?s not just the kind of common comedy they would normally watch. Some of those get so cheesy but this one has comedy and action and it?s actually inspirational. Everybody can relate to this movie.

Kidzworld: What is next for you?

  • Charice: Right now I?m going back to New York to sing with Cheesa at Carnegie Hall and November 3rd I?ll have my concert in Hawaii then after that I?ll probably get back here to L.A. and do more music for an album. I just released the Asian version of my other album called ?Infinity?. We?re still looking for more music for the new album.

Lions' Matthew Stafford is NFL's 15th-best QB, ESPN's Jaworski says

The Lions' Matthew Stafford is the 15th-best quarterback in the NFL. That's the opinion of ESPN analyst Ron Jaworski, a former NFL quarterback.

Jaworski ranked the signal-callers through the first quarter of the season. He said his rankings are a combination of "a quarterback's historical performance with how he is playing at a certain time of the season."

Whatever. Stafford being placed behind the likes of Tony Romo and Andy Dalton seems a little unusual, no?

Jaworski writes: "Stafford's mechanics seem to slip at times. He has a tendency to drop his elbow, causing his throws to sail and resulting in a few interceptions. He needs to address that while the Lions as a whole address the bigger picture problems."

EXCLUSIVE-Spain ready for bailout, Germany signals "wait"-sources

MADRID (Reuters) - Spain is ready to request a euro zone bailout for its public finances as early as next weekend but Germany has signaled that it should hold off, European officials said on Monday.

The latest twist in the euro zone's three-year-old sovereign debt crisis comes as financial markets and some other European partners are pressuring Madrid to seek a rescue program that would trigger European Central Bank buying of its bonds.

"The Spanish were a bit hesitant but now they are ready to request aid," a senior European source said. Three other senior euro zone sources confirmed the shift in the Spanish position, all speaking on condition of anonymity because they were not authorized to discuss the matter.

German Finance Minister Wolfgang Schaeuble has said Spain is taking all the right steps to overcome its fiscal problems and does not need a bailout, arguing that investors will recognize and reward Spanish reforms in due course.

Privately, several European diplomats and a senior German source said Chancellor Angela Merkel preferred to avoid putting more individual bailouts for distressed euro zone countries to her increasingly reluctant parliament.

"It doesn't make sense to send looming decisions on Greece, Cyprus and possibly also Spain to the Bundestag one by one," the senior German source said. "Bundling these together makes sense, due to the substance and also politically."

Participants said there were tense exchanges at a euro zone ministerial meeting in Cyprus in mid-September when Schaeuble told his peers Berlin could not take another bailout for Spain to parliament so soon after lawmakers approved up to 100 billion euros ($129 billion) to help Spanish banks in July.

Asked about the reports that Germany was urging Spain to wait, a German government spokesman told Reuters: "Every country decides for itself. Germany isn't pushing in one direction or the other."

A spokeswoman for Spain's Prime Minister Mariano Rajoy said she was not aware of any veto from Germany for an aid request.

"What we are focused on is to get the decisions of the June summit on the banking union implemented. That would send a strong message of confidence to the markets," she said, referring to an EU decision to centralize oversight of the biggest banks to avoid a repeat of a crisis that has some of its roots in the banking system.

STALLING?

European sources said EU Economic and Monetary Affairs Commissioner Olli Rehn was to deliver a message to Spanish leaders on Monday that Brussels wants them to apply for assistance soon and will not impose onerous conditions beyond the reforms and savings measures outlined by the Spanish government.

Brussels is keen to avoid another paroxysm of the debt crisis by getting support to Spain before it is on the brink of being forced out of the bond market, at the risk of contagion spreading to Italy and other euro zone states.

Rehn met Prime Minister Mariano Rajoy and Economy Minister Luis de Guindos in Madrid and said afterwards the conditions of any aid program were well known to all euro zone governments.

"Conditions would be based on country-specific recommendations that were decided for all 27 EU member states in July and there would be a clear set of policy priorities and clear timelines on the basis of these country-specific recommendations," he told a news conference.

Euro zone officials are considering a so-called Enhanced Conditions Credit Line that would keep Spain in the credit markets with support from the euro zone rescue funds in the primary bond market and from the ECB in the secondary market.

Rajoy is eager to avoid the political humiliation of conditions being imposed from outside and enforced by the "troika" of inspectors from the International Monetary Fund, European Commission and European Central Bank that has supervised programs for Greece, Ireland and Portugal.

There has been widespread speculation that Rajoy was stalling a bailout bid until after October 21 regional elections in his home state of Galicia and the Basque Country.

But diplomats said it was German discouragement, not Spanish pride, that was now holding back a request for assistance.

One senior European diplomat said the Spanish position was: "We are in favor if everyone else accepts."

Madrid did not want to risk submitting an application and having Berlin rebuff it by raising unacceptable conditions such as deep pension cuts or procedural obstacles, he said.

The senior euro zone source said Spanish leaders had understood that making a move now was the best way of avoiding losing market access and being forced into a full state bailout.

"The German U-turns have convinced the Spanish they could end up in the not too distant future in the same position as Greece, Portugal or Ireland - shut out of the markets and with a very harsh adjustment program," the source said.

The Spanish government said it would enact 43 structural reforms over the next six months and Brussels said the detailed timetable goes beyond what the Commission has asked of Spain and is an ambitious step forward.

Rehn said he was fully confident Spain would take the necessary steps to restore the economy to health and added it must continue reforming its pension system, linking retirement age to life expectancy.

Rajoy has said pensions are the last thing he would cut as he introduces sweeping savings through the social security system, though he has said he would introduce a new law on pensions before the end of the year.

Spain needs to refinance some 29 billion euros in maturing debt -- including 9 billion in short-term paper -- by the end of this month.

The senior euro zone source said that under one scenario under consideration, Spain was ready to submit the request at the weekend, with German agreement, so euro zone finance ministers could discuss it at their next regular meeting in Luxembourg next Monday.

Failing that, Madrid could make the application before an EU summit in Brussels on October 18-19, but euro zone partners such as France and Italy, which are pushing for an early decision, would not want it to drag on beyond then, the source said. ($1 = 0.7749 euros)
