Worthless land could prolong Spanish banks' property woes

MADRID (Reuters) - Spanish banks may have to swallow more losses to shake off the legacy of a property crash, real estate experts warn, as they struggle to sell plots of land that have ended up on their books and which are now worth less than many have accounted for.

Lenders were forced by the government to take billions of euros in provisions against losses last year after property values collapsed in 2008, with the steepest writedowns destined to cover land they were saddled with as developers went bust.

The weakest lenders were bailed out with European money and others posted steep losses as the result of the clean-up, which was supposed to draw a line under the property problem, as banks try and cope with a deep recession also dragging on earnings.

But much of the old farm land and fields on city outskirts snapped up by construction firms during a decade-long building boom are failing to find buyers even at big discounts, real estate advisers and bank insiders said.

Banks may even be forced to spend money building saleable properties on land, they said, while plots in remote areas may never recover any value, pushing lenders to write them off or sell them at steeper losses than they had provisioned for.

"There are assets which will practically have to be turned back into the farm land they once were, to grow onions," said Alvaro Martin-Ropero from real estate valuation firm Tinsa.

"Just because they had a 'for sale' sign put up on them does not mean they can be turned into an urban development," he said, adding that central regions, far from the Spanish coastlines that still attract buyers, were some of the most problematic.

Further losses on land assets would be an unwelcome extra hit for Spanish banks as bad debts to households and companies keep growing and as they try to shore up capital bases depleted by earlier property provisions against losses.

New rules on how banks treat refinanced loans may already create a fresh 2 billion euro ($2.6 billion) capital gap in the system, Economy Minister Luis de Guindos has warned, after banks were found to need 60 billion euros in extra capital last year.

Spain's main lenders post earning this week and next that are expected to show pressure on profits.

Regulatory changes, including Bank of Spain instructions that lenders should scrap minimum rates charged to customers for residential mortgages, could hurt earnings in the future. The regulator has capped cash dividends at 25 percent of profits to keep banks healthy.

MORE PROBLEMS

Spanish banks had 97 billion euros worth of exposure to land assets at the end of 2012, according to property consultancy RR de Acuna, roughly half of which were loans to developers. Real estate advisers and banking sources could not quantify how big extra losses would be, in part because that market is so illiquid that pricing projections are hard to make.

While official data shows land prices have fallen 43 percent since their peak in 2007, some real estate experts believe they dropped at least 70 percent.

That would be in line with projections by consultancy Oliver Wyman in a stress test of Spain's banking sector last year, of a 63 percent fall from 2010 to 2014 in an adverse scenario.

In that adverse scenario, banks would suffer 80 percent losses on foreclosed land assets, Oliver Wyman said, more than the 60 percent loss they were asked to provision for last year.

"Though capital requirements and provisions seem to be very high, most of this land does not have and will not have any value over the very long term, and in these cases, coverage may not be enough," said Luis Rodriguez de Acuna, financial director at RR de Acuna.

Spain's government-backed "bad bank" will likely be in the firing line as it holds around 7 billion euros of land assets which were transferred by Spain's rescued lenders. But the bulk of the problem still lays within the country's healthier banks.

Mid-sized Spanish lender Sabadell had the biggest exposure at the end of last year, of 11 billion euros including loans to land developers, though it benefits from a government-funded protection scheme against losses.

Other big exposures are concentrated at top banks Santander and BBVA, Caixabank and mid-sized player Popular, which had over 7.3 billion euros of land-linked assets at the end of December 2012.

As more developers default, lenders will have to take on even more plots that served as collateral on loans. These carry maintenance and tax costs and banks would have to raise provisions against losses on the assets.

Another option banks are looking at is to build developments on some of the land, rather than let it go for several years in the hope prices might pick up, although that may be a risky strategy in a falling property market. ($1 = 0.7639 euros)

OXNARD - Without putting an exact timeline on when the NFL might return to Los Angeles, Dallas Cowboys owner Jerry Jones said Saturday the reality of professional football returning to the City of Angels is as close as it's ever been.

"I say that not just wishing," Jones said. "I say that technically because I am aware of some things that make sense."

Jones would not elaborate, but seeing as he is one of the most influential owners in the NFL and his son sits on the league's stadium committee, his insight carries enormous weight.

"There are some viable ways for a team, or teams, to be in Los Angeles," Jones said. "And we've got some very talented, very qualified people who want to be a

part of it that are not a part of the league right now. And we've obviously got people within the league that want this very much."

Jones being one of them "" he was born in El Segundo and he still has family in the area.

The Cowboys owner is in Oxnard overseeing his club's training camp, which kicks off Sunday. And having spent many a summer between Oxnard and Thousand Oaks - the longtime former training camp home of the Cowboys "" he is keenly interested in the NFL returning to the second-biggest television market in the country.

And he dismisses any thought the NFL is simply using Los Angeles as leverage to motivate current NFL cities to build new stadiums for their teams.

"I've never, ever been a part of any meeting or committee, ever, that didn't want "" and as quickly as we could "" a team in L.A." Jones said. "I've heard the same thing - that (L.A.) can be (used) as a threat (for) teams moving out here and what have you. But that's not right.

"I can speak for everyone I've ever talked to, we always preferred to get a team here."

Currently there are two stadium in projects in Los Angeles prepared to lure an existing team here "" Phil Anschutz's Famers Field project adjacent to Staples Center and Ed Roski's City of Industry proposal.

Farmers Field, though, is seen as the preferred site within the NFL.

Jones praised Farmers Field and disagrees with reports that his league might be souring on it.

"I have no misgiving at all about it. It's an outstanding (project) with outstanding people involved in it," Jones said. "Philip Anschutz is an outstanding individual and would be an asset in any way to any group to (he's) involved with."

With the league hesitant to expand, a current team would have to agree to move to Los Angeles.

At this point, the St. Louis Rams, San Diego Chargers, Oakland Raiders and Jacksonville Jaguars are the most likely candidates.

Wendy's posts profit, to sell 425 restaurants

(Reuters) - Wendy's Co , the second-largest U.S. hamburger chain, reported a quarterly profit on Tuesday and announced a plan to sell about 425 restaurants by mid-2014.

Second-quarter net income came to $12.2 million, or 3 cents per share, compared with a year-earlier loss of $5.5 million, or 1 cent per share.

Excluding debt retirement costs and other one-time expenses, earnings rose to 8 cents per share from 5 cents.

This is our second Crown Vic. Our first ('97 LX) got totalled after being rear ended : (, and we were so happy with it, we decide to get another and we couldn't be happier.

Crown Vics are the best used bargain around bar none. In '02, my CV Sport sold for over 30k new, and I picked it up for 10k from a private owner. We really like the features of the Sport model vs. the standard LX. Bucket leather seats, center console with center shifter, 17" alloys, steering wheel controls, traction control, etc... This car is loaded to the gills. Just try to find an SUV with these features at that price. Not gonna happen.

The car is very comfortable on long trips, and is a dream on the interstate. It also does very well in town. It's very easy to get in and out of, and has a HUGE trunk that could rival any SUV's storage capacity. The MPG are also very good for a V8, we can almost hit 30 highway driving!

It's really hard to beat the value and reliability of used Crown Vics. There's a reason they have been in production for so long, the design is proven and is bullet proof. It's a shame that Ford is going to stop making them, but I suppose a good thing can't last forever.

Company to inspect Texas coaster where woman fell

ARLINGTON, Texas (AP) ? A German roller coaster maker is sending officials to a North Texas amusement park to inspect a ride after a woman fell to her death.

Tobias Lindnar, a project manager for Gerstlauer Amusement Rides in Munsterhausen, Germany, told The Dallas Morning News that the company will investigate what led to Friday's fatal accident at Six Flags Over Texas in Arlington.

Witnesses said the woman expressed concern about the Texas Giant roller coaster's safety bar not completely engaging as the ride was starting. The coaster is touted as the tallest steel-hybrid roller coaster in the world.

"I'm sure there's no safety bar that is broken," Lindnar told the newspaper by phone Saturday night from Germany.

Lindnar said Gerstlauer has never had problems with car safety bars on any of the roughly 50 roller coasters it's built around the world over the past 30 years.

"We will be on site and we will see what has happened," he said.

Park spokeswoman Sharon Parker confirmed in a statement Saturday that the victim died while riding the 14-story Texas Giant, but wouldn't give specifics about what happened. Arlington Police Sgt. Christopher Cook told The Associated Press on Saturday that police believe the woman fell from the ride and that there appeared to have been no foul play.

Arlington police have referred information about the woman's identity to the medical examiner's office in Tarrant County, which hadn't disclosed her name as of Sunday night and didn't respond to phone messages left by the AP.

Lindnar wouldn't address the hydraulic bar's operation or whether park employees should be able to determine if a person's body is too close to the front of the train car to prevent the bar from being effective.

"At this time I don't want to speak about the technicals," he said. "It's not so easy. It's some special equipment."

But he said once the ride began, there was no chance of opening the safety bar.

"We are committed to determining the cause of this tragic accident and will utilize every resource throughout this process," Parker said in her statement. "It would be a disservice to the family to speculate regarding what transpired."

Police, fire and emergency medical services responded to the park around 6:45 p.m. Friday after calls about a woman who fell from a car while riding a roller coaster. She was pronounced dead at the scene.

Texas Department of Insurance spokesman Jerry Hagins told the AP on Sunday that Six Flags was in compliance with state regulations requiring amusement ride operators to have $1 million liability insurance on each ride and provide proof of an annual safety inspection by a certified engineer.

Six Flags received a state-issued sticker, like an auto inspection sticker, for the Texas Giant in February. Hagins said the ride now will remain closed until it's inspected again and certified to be safe.

"It's the ride owner's responsibility to keep it closed, to fix it, then prove to us that it's safe to start back up again," he said. "If for some reason they can't figure it out, no safety inspector is going to sign off on it."

Because no foul play is suspected, police are not involved in the investigation, officials said.

The ride first opened in 1990 as an all-wooden coaster and underwent a $10 million renovation to install steel-hybrid rails and reopened in 2011. It can carry up to 24 people.

China ends controls on lending rates

BEIJING -- China said Friday it is ending controls on bank lending rates in a move toward creating a market-oriented financial system to support economic growth.

Reform advocates see an overhaul of China's interest rate policy as one of the most important changes required to keep its growth strong. Banks currently lend mostly to state industry rather than the entrepreneurs who create China's new jobs and wealth. Allowing banks to negotiate their own rates with borrowers could channel more credit to private enterprise.

"This is a significant development for China's financial sector in the direction of having interest rates determined by market forces rather than government fiat," said Mark Williams of Capital Economics in a report.

The scrapping of controls on lending rates is the first major economic reform under the government of President Xi Jinping, who took office earlier this year and faces a slowdown in China's torrid growth. Xi and other leaders have promised an array of changes but until Friday no details had been released.

"This reform is to further develop the basic role of market allocation of resources -- an important measure to promote financial support for the development of the real economy," said a central bank statement. The change takes effect Saturday.

The end of controls could allow banks to charge lower rates to more credit-worthy borrowers, lowering costs for healthy businesses and spurring growth. Until now, the lower limit on lending rates was set at 0.7 times the state-set benchmark interest rate.

Private sector borrowers also might be able to get more access to credit by paying more. That could help to reduce their reliance on a vast, unregulated underground credit market.

Regulators allowed that market to flourish over the past decade to support entrepreneurs. But they have tightened controls over the past four years since discovering state banks were putting money into such unsupervised lending and taking on unreported risks.

Friday's move could foreshadow another significant change in the world's No. 2 economy -- raising low rates paid to savers. There was no word on when that might happen.

Beijing has long used its banks to subsidize state industry with low-interest loans. Savers who had few alternative places to put their money were paid low rates on deposits that in recent years failed to keep up with inflation, meaning Chinese families lost money by leaving it in the bank.

That has suppressed household spending, which is among the lowest in the world as a percentage of the economy, and held back efforts to shift the basis of China's growth from exports and investment to more self-sustaining domestic consumption.

Chinese families looking for a better return on their savings have shifted money into more speculative investments in stocks and real estate, helping to fuel a boom in prices of both. They also have shifted money into "wealth management products," bundles of credit card and other debt that pay higher returns but that analysts worry might be too risky for household investors.

Dog Days of Summer: Harry, the black lab from London

If you're ever reading one of the articles I write for TUAW and notice a typo, chances are it's because of this black lab. This is Harry ("Harold" to close friends), who lives with me in London. Whenever I'm writing he's usually sitting right next to me and will let me know it's time to stop and take him for a walk by bumping my arm with his head. Harry is pretty much the best dog you could ever ask for for so many reasons, but what's especially amazing is I've actually gotten him to successfully communicate with my friend's greyhound via FaceTime.

More than 90 cats and dogs, many in urgent need of veterinary attention, were rescued from a Searcy, Ark., property after authorities discovered them living in filth and suffering from a lack of basic care. Arkansas State Police called in The Humane Society of the United States and other area and national organizations, including Central Arkansas Rescue Efforts for Animals, The Humane Society of Saline County, and RedRover, to assist in the rescue and removal of the animals.

State troopers served a search warrant on the property and found that the animals were being housed in deplorable living conditions. Numerous animals were confined in a trailer on the property, while others were chained outside without shelter or shade. Many of the animals were living in feces and filth and did not have access to clean water or food.

Ashley Mauceri, manager of animal cruelty investigations for The HSUS, said, "I'm so relieved these cats and dogs can now receive the basic care that they've desperately needed for some time now. This is a good day for these animals?they'll finally have a chance to get to live the lives they deserve. We're very grateful to the Arkansas State Police for taking swift action in this case and asking for help to rescue these animals."

Many of the animals are suffering from respiratory problems as well as skin, eye, and ear conditions.

Arkansas State Trooper Robert Alcon said, "Animals don't have a voice without our help, and I am thankful that we were able to come to the aid of these cats and dogs today. I truly appreciate the efforts of The Humane Society of the United States and their partners for coming out and giving these animals another chance at life."

The HSUS's Animal Rescue Team has removed all of the animals from the property pending the final disposition of this case. At the temporary emergency shelter, the animals will be thoroughly examined by a team of veterinarians, including Dr. Robin Viscardis and Dr. Eric Jayne, and will receive any necessary immediate medical treatment.

PetSmart Charities is providing the necessary food, supplies, and enrichment items for the dogs.

Michigan?s Amash Quietly Tries to Build a National Brand

The young conservative known to Republican colleagues as the most reliable ?no? vote in Congress is trying to build his political brand?and collect the campaign cash that comes with it.

Maybe it?s for a Senate run. (Justin Amash still won?t say.) But what?s certain is that the Michigan Republican wants to be seen as the go-to libertarian in the House?a position he?s been trying to fill since Ron Paul left Congress.

"Regardless of what my decision is [on the Senate race], I think it's important to get out there, spend some time throughout the state and try to spread the message that I've been spreading here and in my district?the message of limited government, economic freedom, and individual liberty," Amash said.

Amash, in his second term, has already earned a reputation as one of the libertarian stalwarts in Washington. After the National Security Agency's surveillance programs were revealed, Amash was sought ought by reporters and lawmakers alike. When he introduced a bill with Democratic Rep. John Conyers to limit the NSA's targeting of phone records, dozens of members, in both parties, asked to become cosponsors. And last week, as the House considered an appropriations bill for the Defense Department, Amash pushed an amendment to defund the NSA's surveillance.

But those limited accomplishments don?t easily penetrate the donor class beyond the Beltway and his own district. So now, Amash is focused on bolstering and broadening his fan base.

Last week, the lawmaker attended a series of fundraisers in the vast expanse known as Metro Detroit?on the opposite side of the state from his district. He met with well-heeled Republican donors in Birmingham, chatted with the Lebanese Chamber of Commerce in Southfield, and held private gatherings with a smattering of other business groups, according to a source close to Amash.

And last month, he quietly launched a national mail campaign, targeting wealthy libertarian-leaning donors in places such as Florida and California, the source confirmed.

Amash is seeing a return on the investment already. According to his newly filed report to the Federal Election Commission, he raised roughly $220,000 in the second quarter of 2013?significantly more than the $125,000 he raised in the first quarter and easily eclipsing his haul from the second quarter of last year.

Still, these improved second-quarter numbers are not particularly strong for any member of Congress, much less someone considering a Senate campaign. As a point of comparison, House Intelligence Committee Chairman Mike Rogers, R-Mich., who also weighed a Senate bid, raised more than $420,000 during the same period. And their Michigan colleague, Rep. Gary Peters, who entered the Senate race in June as the Democratic favorite, raised more than $1 million.

Representing a semirural district far removed from the voters and donors in southeast Michigan, Amash would have to boost his name recognition statewide and expand his fundraising operation?not only to the Motor City suburbs but also to the rest of the country?to wage a competitive campaign for the Senate.

Amash told National Journal he is still undecided about the Senate race, and he would not put a time frame on his decision. He once appeared poised to jump in, unable to resist the temptation of pursuing a bigger platform in the Senate alongside fellow libertarian Sens. Rand Paul of Kentucky and Mike Lee of Utah. But Amash's thinking may have shifted after Rogers, his ideological adversary, announced he would not run for the Senate seat. Amash has long been intent on battling Rogers, and since it won't happen in a Republican primary, many Michigan Republicans expect he will settle for doing so in the House.

But whatever way he's leaning, Amash thinks he has nothing to lose and everything to gain from taking his libertarian gospel to new and untapped audiences. And no matter what, he needs a bigger donor base. (He?s certainly not scaring off congressional challengers with $115,000 cash on hand.)

Amash is planning more fundraisers in Metro Detroit and broadening his mailing list to include potential new donors across the state. He also plans to pour more resources into his national mail campaign, and he expects even bigger returns in the next reporting period. According to the source familiar with these fundraising efforts, the first responses to the national mail campaign began to "trickle in" just before the second quarter closed.

Amash also is planning several out-of-state events in the coming months, the source said, in an attempt to raise his profile among the libertarian groups and donors targeted in his mail campaign.

"It's something I would do regardless of whether I run for Senate or not," Amash said.

Motorola CEO Dennis Woodside has previously confirmed that the device will be assembled in the U.S. and suggested that it will indeed ship this fall.

Rumors about the Moto X have been swirling ever since Google completed its acquisition of Motorola in May 2012 (though the device was dubbed the "X Phone" for a long time.)

"Our role in inventing the mobile phone is well known," Motorola said in a press release reconfirming that the Moto X will be assembled in the U.S., specifically in Texas. "We?re happy to be shaping its future as well."

Windows 8: Clean Your HP PC?s Hard Drive

I just reclaimed 10GB of hard drive space on my laptop this morning. I don?t know why I?m surprised by that. There are so many simple things you can do to sweep up those crusty corners inside your PC ? I?ve just been lazy about it. Now, it?s your turn. I?ve got a couple key protips for you to try right now.

HOW DOES IT GET THIS BAD?

You get a big hard drive when you buy your PC ? and it?s time to party! Every song I own? Time to drop em on this computer. My favorite videos? Why not?!? Games? OH, yes. Look at those free apps that I can download and try! Before you know it, you get a ?Low Disk Space? warning. All that stuff you?re installing chews not only into your storage space, but your speed as well since that means you?ve got no virtual memory back up your PC.

Don?t worry, I got your back.

?

TIP 1: WHAT THE HECK IS THE SWSETUP FOLDER?!?!
On HP computers I find this folder called SwSetup. What this folder does is essentially make a backup copy of drivers, installers and updates to components in your PC. That?s great for CYA-ing while you?re on the road and you need to reinstall drivers in a hurry. And if you don?t install a ton of stuff, really it is a non-issue. But if you?re anything like me, you?re in a perpetual state of downloading SOMETHING. Over time that adds up. In my case, that math goes something like this: 6 months with a PC = 7.5GB of files stashed in the SwSetup folder.

?

If you?ve got room, no problem. HOWEVER, it?s totally fine to ditch that folder provided you back it up. I don?t care if you park it on your server at home, on a USB flash drive or some external drive you have sitting around. (Heck, do all three). Space can be a premium on your PC, so I?m taking that 7.5GB back for the cause.

?

TIP 2: MY GOD?.IT?S FULL OF APPS
It?s an easy trap to fall into with any app store. You experiment with some free app to see how it works. Then you try another. And another. Pretty soon, your Windows 8 PC has rows and rows of Tiles for apps you?ve installed that you?ll ?get back to later.? For God?s sakes ? DELETE SOME! You?d be surprised how much space you get back from doing that alone. In fact, try this:

?

Go to the Win 8 Charm bar -> Settings -> Change PC Settings -> General. Scroll down to Available Storage. Then click to see how much space each app is eating up.

?

As a corollary to that, I also happen to install a bunch of apps the ?olde fashioned way? ? through the Windows desktop. Like a lot of your probably do as well. So you need to track things that you installed through the app store and through traditional methods.

?

Take me, I have 40 games ? 4. 0. Games ? installed on my PC through Steam right now. I only see that if I open up Steam?s list or go into the Control Panel?s ?uninstall? option. Right there, are at least 50GB worth of apps. Some that I haven?t played in months.

?

TIP 3: GIVE SOFTWARE A TIME OUT
Think of this as the logical extension of Tip 2 ? if you have an app on your computer that you haven?t used in over 3 months, be honest with yourself. Will you ever use it again? Do you need to keep it installed on your PC? Or can you just keep the installer handy and re-install it when you need it?

?

TIP 4: GO BACK TO THE BASICS
If you think you?ve installed some bum apps that are dragging your system down, you?ve got a couple options within Windows 8. Here?s where you find ?em:

?

Go to the Win 8 Charm bar -> Settings -> Change PC Settings -> General. Scroll down and you?ll see the ability to ?Refresh your PC without affecting your files? (which deletes all settings and removes non-Win 8 apps, but retains all your documents) or to ?Remove everything and reinstall Windows.? The later is a slightly harsher approach that basically wipes your PC and starts you with a barebones install of Windows and nothing else.?If you do this, you?re losing stuff like HP?s Support Assistant and some overlooked apps that actually help your HP PC run better.

?

If you need to do as system wipe, I?ll tell ya what I tell everyone: Backup your important files to a hard location and a secure place on a cloud service. THEN, reinstall to your heart?s content. Just type ?Recovery Manager? at the Windows Start screen and it?ll point you to the right app.

?

TIPS 5, 6, 7?.OH YOU GET THE IDEA?.
There are some other meat ?n? potato tips that we often take for granted. I?m just going to quickly shoot out a couple others here:

?

  • Check your temp folders! They are probably (hopefully) gonna be empty, but still?.check!
  • If you?re using a cloud service like Skydrive or Box.net, make sure that you?re only sharing / using the files that you need. Also make sure that you aren?t duplicating folders and taking up 2x the room because you?ve also got the same files stashed locally in a different folder. (I?ve done this one.)
  • Defragment the drive! The hard drive doesn?t always efficiently allocate file locations. Defragging fixes that. Defragging is your friend. (Except if you have an SSD. There have been cases made that defragging on an SSD isn?t as effective for reclaiming space since it?s already pretty efficient.
  • Archive old files you?re not using anymore! Same rule that I used above for apps holds true for files as well. If it?s been kicking around, unused for too long, save it offline and buy back some space.
  • Consider adding additional storage. I don?t care if it?s an external USB drive, something you install inside the PC or you just want to park a high-capacity SD card into the open slot.
  • Type ?Clean? in the Start Screen and you?ll have quick access to being able to clear histories and finding the Disk Cleanup tool.

First Vatican envoy to Malaysia sparks Muslim anger over 'Allah'

KUALA LUMPUR (Reuters) - The Vatican's first envoy to Malaysia has opened a storm of controversy by apparently supporting the use of the word "Allah" by Christians, prompting a rebuke from the government and condemnation from nationalist Malay groups in the majority-Muslim country.

The row underlines growing intolerance in the multi-ethnic, multi-religious country following an election in May that deepened the divide between majority Muslim Malays and minority ethnic Chinese, many of whom are Christian.

Archbishop Joseph Marino was summoned to the foreign ministry on Tuesday after his comments last week on the issue.

"Archbishop Marino was advised to be mindful of the religious sensitivities of the host country and that the issue he commented on is still under the Court of Appeal," the foreign ministry said in a statement.

Marino, who arrived in the country in April, apologized for any "misunderstandings and inconveniences" his comments may have caused, but some Muslim organizations have demanded a full retraction or the envoy's expulsion.

"The ambassador's comment has touched on the sensitivities of Muslims and should not have happened, more so in the (fasting) month of Ramadan," Hassan Ali, the head of JATI, an Islamic group, was quoted as saying by national news agency Bernama.

In his first media interview since starting his new role, Marino said last week he supported the arguments made by the Christian Federation of Malaysia on why Christians should be allowed to use Allah.

"In terms of how they presented the arguments in favor, it seems to be quite logical and acceptable," he said.

A Catholic newspaper, the Herald, successfully challenged the government's ban on the use of the word Allah by Christians in 2009. The government, which argued that the use of the Arabic word might offend the sensitivities of Muslims, is planning to appeal the High Court decision.

Scholars say Christians in Malaysia's two states on Borneo island have been using Allah to mean God for over 100 years, mainly as they use Indonesian translations of the Bible.

Muslims, who make up about 60 percent of Malaysia's 28 million population, see using the word Allah in Christian publications, including Bibles, as attempts to proselytize.

On Tuesday, the chief minister of Kedah state, Mukhriz Mahathir, said the state government would not allow the word Allah to be used by non-Muslims in their holy books.

"We cannot accept their excuses because hidden behind those excuses is the aim of turning Muslims into disbelievers of the religion," Bernama reported Mukhriz, a son of long-serving former prime minister Mahathir Mohamad, as saying.

Christians, including about 800,000 Catholics, make up about 9.1 percent of Malaysia's population. Malays are by definition Muslims and are not allowed to convert.

Pennsylvania Republicans Looking to Push Out Their Governor

The biggest question in Pennsylvania politics right now isn't whether Gov. Tom Corbett will win reelection. It's whether he'll even get the chance.

Beset by legislative failures and bleak poll numbers, the Republican looks like the country's most vulnerable governor heading into the 2014 election. And Republicans are questioning whether they should let Corbett face a near-certain defeat when they could find a ready replacement with a much better chance of winning.

Already, speculation among GOP operatives has shifted to a quartet of candidates the party might turn to, including several Republicans in the state's congressional delegation. Fearful of alienating a sitting governor, they've done little to publicly jockey for the potential opening. But all are said to be keeping a close eye on Corbett.

A dramatic move from Corbett to step aside isn't imminent. On Tuesday, he replaced his chief of staff with a veteran political operative. Corbett allies say he remains laser-focused on winning reelection, even if he knows his path to victory is narrow. Meanwhile, Republicans aren't looking to run against him in a primary, only eager to run if he opts not to run for a second term.

But unless Corbett can show improvement in the coming months, Republicans expect the calls for him to step aside to reach a fever pitch. According to one GOP operative in the state, speculation about replacing the governor is "rampant."

"The problem is, you need a path to victory," said one GOP source, who spoke on condition of anonymity to offer his blunt perspective about the governor's situation. "I think they have trouble right now with activists and donors showing them a path to victory. If that doesn't improve in the next couple of months, they'll close their wallets and shut their front doors, and activists and donors will make up their mind for him."

Another GOP strategist added that Corbett is headed for a "historic landslide [loss]" and rank-and-file party members know it.

"I've never seen anything like this," said the Republican. "Party regulars are just fed up and not willing to help him anymore."

That Republicans are even engaging in such speculation is a testament to how far Corbett has fallen since winning a relatively easy election in 2010. That year, a strong environment for the GOP and the unpopularity of outgoing Democratic Gov. Ed Rendell all but handed Corbett a 9-point victory over Democratic opponent Dan Onorato. The former state attorney general entered office with a solid reputation, personally popular after a successful public-corruption investigation into the state Legislature.

But as governor, Corbett has disappointed. Conservatives have watched longingly as Republican leaders elsewhere, such as Wisconsin Gov. Scott Walker, pursued an aggressive conservative agenda. Corbett's most ambitious initiative has been privatizing the state-owned liquor-store system, an effort that has so far been stymied despite GOP majorities in the House and Senate. Democrats and moderates have been angered by deep cuts to the state's higher-education system. And small scandals within Corbett's administration?some of them self-inflicted?have routinely distracted voters from his agenda.

Corbett has also been dogged by accusations that, as attorney general, he slow-walked the investigation of former Penn State football coach Jerry Sandusky, who was found guilty of sexually abusing children. The Democratic attorney general, Kathleen Kane, has launched an investigation of her own into how Corbett handled the situation. And in June, a judge threw out an oft-ridiculed lawsuit brought by Corbett that sought to reverse stiff NCAA penalties against the Penn State football program.

Corbett's poll numbers bear the weight of his troubled tenure. An early June survey from Quinnipiac University found his approval rating at just 35 percent. Fifty-two percent of voters said he didn't deserve reelection.

Most alarmingly for the incumbent, however, were his head-to-head performances against a duo of little-known Democratic challengers. He trailed Democratic Rep. Allyson Schwartz, the early front-runner for the Democratic gubernatorial nomination, by 10 points. Against Democratic state Treasurer Rob McCord, he fell behind by 8 points.

Republicans are frustrated with Corbett's plight because many of his problems are self-inflicted. Other GOP governors, such as Ohio's John Kasich, have recovered from previously weak poll numbers and are now in a strong position for reelection.

Corbett's allies fault a poor communications effort from the governor and his staff, a failure GOP operatives say have let Democrats define the governor as an incompetent enemy of the middle class.

"I think Kasich has shown a willingness to sell what he's done in Ohio, and take credit for what's happened in Ohio," said a third GOP operative based in the Keystone State. "And I think the Corbett administration has been much slower and much more reluctant to do that."

Insiders point to four Republicans who could replace Corbett: Reps. Jim Gerlach, Pat Meehan, Mike Kelly, and state Senate Majority Leader Dominic Pileggi. Gerlach and Meehan, both from the suburbs of Philadelphia, ran for the GOP gubernatorial nomination against Corbett in 2010.

Kelly, from the Erie region in northwest Pennsylvania, was a political unknown until unseating Democratic Rep. Kathy Dahlkemper in 2010, but his brash, outspoken personality has made him a standout of that year's conservative class of members. Pileggi is a powerful force in the state Capitol, although he starts with the smallest base of the four possible contenders. He also hails from southeast Pennsylvania.

None of them want to be seen as campaigning for the job while Corbett still plans to run for reelection. But behind the scenes, Republicans are watching closely should any of them make their move.

"Congressman Gerlach fully expects Governor Corbett to be our nominee and he will support him," said Vince Galko, a spokesman for Gerlach. "If the situation were to change, Congressman Gerlach wound give careful consideration to his options."

Even if Corbett opts against running?a big if?the Republican replacement would still have a difficult time winning a general election in the wake of an unpopular administration, a prospect that could scare some of them off. It's why some Republicans think that despite the earnest chatter in private, Corbett will still be the party's nominee in 2014.

And a dwindling number of Republicans remain convinced that, for all his problems, the governor can still pull out victory. Insiders say that Corbett, who held a major fundraiser in Pittsburgh just last week, is expected to raise $25 million to $35 million for reelection, aided by the state's uncapped contributions. That money could be pivotal after a bloody Democratic primary. And Republicans say the administration still has time to gets its message out.

"If we tell the story of Corbett, I think we have an excellent chance of coming back and making it a competitive race," said one Corbett insider, who added that the governor has never given any indication he's thinking of stepping aside.

But most Republicans don't share that optimism. One operative who works in Pennsylvania said the situation is worse than the one faced by Sen. Rick Santorum in 2006, when he lost by 20 points.

"Having people talk about if he should run or not isn't where you want to be a year out," said a Pennsylvania-based Republican. "Doesn't mean he won't win next year, but he's in a challenging set of circumstances. The next six months or so are going to be critical in terms what kind of discussion we're having in January of 2014."

With that phrase, Facebook CEO Mark Zuckerberg introduced the company's new Timeline profile in the fall of 2011. The social network's original profile page, he explained, was the first place where most people "felt safe expressing their real self" on the internet, but it was only the "first five minutes of your conversation." A major redesign in 2008 extended that to "the next 15 minutes." Timeline, though, was the "next few hours." Your true self, in full.

Impressive victory over Japan's Hiroko Kuwata secures first appearance by American female in gold medal match since 1983.

Sabrina Santamaria already made history during the college tennis season by teaming with Kaitlyn Christian to win USC's first NCAA women's doubles title.

Santamaria achieved one of the most significant victories in her singles career Monday by defeating Japan's Hiroko Kuwata 6-2, 6-2 in the World University Games semifinals in Kazan, Russia.

The Campbell Hall graduate became the first American female to reach the World University Games final since Gigi Fernandez captured the gold medal in 1983. She had already assured herself of the first U.S. women's tennis singles medal since 1995.

Santamaria broke serve six times against Kuwata, ranked No. 605 in the world, including twice during a four-game run in the second set.

Despite being an unseeded entry, Santamaria has dropped only one set in six matches, defeating five opponents ranked in the top 900 in the world, highlighted by a 7-5, 7-5 second-round win over Thailand's Luksika Kumkhum, ranked No. 117.

Santamaria will face Japan's Sachie Ishizu, a 6-3, 6-0 winner over No. 323 Katerina Vankova of the Czech Republic, in Tuesday's final. Ishizu, who hasn't dropped a set in five matches, is ranked No. 217.

USC's Johnny Wang, a San Marino graduate, suffered a 6-2, 6-4 loss to Japan's Shota Tagawa in the men's singles consolation final.
